    Limitations
NavSource is a volunteer secondary compilation, not a primary registry - its milestone dates generally track official records and the construction/transfer/fate dates here are corroborated by the builder's production list (ev-05). Contains no asbestos content. 'South of Quemoy Island' is a loose location descriptor - ROC accounts place the sinking ~25 nm southeast of Dongshan Island (see gaps).

This hull's own commanding-officer action report, signed W. E. Stevenson, reporting operations 5-17 June 1944 to the Naval Commander, Western Task Force (via CTG 122.4; endorsed by Commander Task Force 122, A. D. Struble, Chief of Staff, 17 July 1944, and Commander Twelfth Fleet, 27 July 1944): 5 June 1440 underway to join convoy U1A, joined 2202 and took screening station; 6 June 0230 entered Utah Transport Area and commenced patrolling; 0700 reported to LST 282 to lead RHF craft into the beach; 0930 commenced towing disabled RHT 21 (both engines out); 1123 commenced towing RHF 21 and RHT 21 toward beach; 1200 LCI 321 took over the tow; 1845 reported to CTG 122.4 and took station on the Dixie Line, patrolling through 17 June. 8 June 0245 went alongside USS Meredith (DD-726) 'which was sinking due to enemy action' and picked up seven officers and twenty men, transferring them at 0311 to a DE that had picked up the rest of the survivors. 11 June 2110 proceeded to LST 496, which appeared to have hit a mine; 2143 went alongside, took aboard five injured men, five uninjured men, and four dead; 2305 moored alongside LST 283 and transferred survivors.

    Finding
PC 1232 appears by name in the Normandy invasion operation plan: Annex L, 'Voice Call Signs for use on voice circuits within the Western Task Force' (Table II), assigns PC 1232 call sign 8B3 - placing this hull on the Western Naval Task Force (TF 122, the US force covering the Omaha and Utah assault areas) communications net for Operation Neptune alongside assault transports, minecraft, and escorts. Her own action report (ev-02) places her in the Utah Transport Area under CTG 122.4.

Builder documentation for this hull: Fred Sullivan leased the repair yard at the head of Brooklyn's Tebo Yacht Basin (foot of 22nd, 23rd and 24th Streets) from Todd Shipyards in 1937, renamed it Sullivan Dry Dock & Repair Co., converted it to new construction, and it closed in 1947. The production list records fifteen PC-461-class subchasers built for the US Navy (plus smaller craft); the PC-1232 row reads 280 LDT / 174 ft, delivered 18 August 1943, 'to Taiwan 1954 as Chang Kiang (PC-118), sunk by PRC 6-Aug-65' - corroborating the NavSource timeline for this hull.

ROC service and loss of this hull: transferred to the Republic of China June 1954 and renamed Chang Kiang (PC-118); sunk in action 6 August 1965 in the Battle of Dongshan (Ba Liu Hai Zhan, 'August Sixth' naval battle) - Chang Kiang and patrol ship Chien Men (ex-USS Toucan, AM-387) were sunk southeast of Dongshan Island by PLA Navy gunboats and torpedo boats during ROC operation 'Tsunami No. 1' (Project National Glory intelligence-landing operation). Per the ROC account, Chang Kiang took concentrated armor-piercing fire below the waterline, exploded and sank about 0330 roughly 25 nm SE of Dongshan Island; combined ROC losses were roughly 170 killed including task-force commander Rear Admiral Hu Jiaheng, with 33 captured (including Chien Men's CO, Commodore Wang Yunshan).

    Limitations
Hull identity and the 6 August 1965 sinking are multiply confirmed (NavSource, builder production list, navypedia, PRC official reporting); engagement narrative detail is secondary-sourced from an ROC naval-history page quoting ROC records - treated as context, not adjudicated fact. Location descriptor varies: 'south of Quemoy Island' (NavSource) vs ~25 nm SE of Dongshan Island (ROC account) vs battle-site coordinates 26.378N 120.507E (secondary) - carried in gaps. No asbestos content; a wartime sinking at sea - no wreck survey located.

    Finding
Builder-yard litigation context - NEITHER case is asbestos litigation; both classify as 'other litigation': (a) Fishgold v. Sullivan Drydock & Repair Corp., 328 U.S. 275 (1946), the Supreme Court's veteran-reemployment seniority decision, places a welder employed at this yard from 1942, inducted into the Army 1943, and reemployed as a welder 25 August 1944 - documenting welding trades at this builder during this hull's construction window. (b) Oceanic Insul-Lite Corp. v. Sullivan Dry Dock & Repair Corp., 191 Misc. 354 (N.Y. Sup. Ct. 1947), a contract dispute over $5,818.75 claimed due for 'work, labor and services performed, and materials furnished for the repair and conversion of a certain steamship' - documents an insulation contractor performing ship work for this yard in the era.

    Finding
A steel-hulled twin-diesel patrol craft built 1942-43 at a Brooklyn commercial yard sits inside the Navy's documented asbestos-use era; era-standard applications aboard a vessel of this type and period were machinery and diesel-exhaust lagging, gaskets, valve packing, electrical insulation, and interior thermal/acoustic insulation in small enclosed spaces. As a diesel craft she carried no steam plant - the boiler/turbine lagging pathway of steam vessels does not apply.

    Finding
GAO reviewed Navy efforts to protect workers from asbestos exposure (fieldwork at Long Beach and Norfolk Naval Shipyards), covering 'the use of asbestos in Navy ships, the cost of removing asbestos from Navy ships, and compensation programs for asbestos-related disabilities.' The Navy's 1975 policy was to remove and replace with nonasbestos materials only insulation that was damaged or had to be removed for necessary repairs, modified in 1979 to selective replacement in high-maintenance areas - confirming extensive asbestos insulation use aboard Navy ships through the era spanning this hull's construction and service.

No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or verified litigation naming USS PC-1232 was found in the public sources searched (see search_ledger). No DANFS entry exists for this hull (NavSource so notes; NHHC URL 404). CAVEAT: CourtListener could not be queried this session - the helper script reported the fleet daily quota exhausted with a ~2-hour server-requested wait (a multi-hour wait = daily quota spent under batch rules); logged as blocked, not as a negative result. Secondary web sweeps surfaced no qualifying case and no law-firm marketing claims naming this hull.

The litigation repository search is a genuine open gap (quota-blocked, not run) - rerun the four base queries ('USS PC-1232' and 'PC-1232', opinion and docket) when quota resets.
