    vessel_history
    Finding
The hull page identifies PC-559 as a PC-461-class submarine chaser: laid down 14 October 1941 by Jeffersonville Boat and Machine Co. at Jeffersonville, Indiana; launched 2 January 1942; commissioned 12 May 1942; assigned to the Caribbean Sea Frontier, Atlantic, and Mediterranean; participated in Tunisian, Sicilian, Salerno, west-coast-of-Italy, and Anzio-Nettuno operations; decommissioned 6 October 1944 at Toulon, transferred to France and named Voltigeur (W 103); struck from the Navy Register 12 March 1970 and sold for scrap. The page also states that no DANFS history is available for PC-559.

    Population
Jeffersonville construction trades (1941-42); U.S. Navy crew (1942-44); French Navy crew after transfer
    Limitations
This is a ship-specific historical compilation, not a materials survey. It does not establish asbestos content, exposure, quantities, remaining material, or legal eligibility. The post-transfer French service and final disposition were not located. NavSource's statement that no DANFS history is available is itself an archival-access finding, not proof that no Navy record exists.

    Finding
The hull page reports 280 long tons light and 450 tons full load; 173 feet 8 inches length; 23 feet beam; 10 feet 10 inches draft; 20 knots; complement 65; and propulsion by two 1,440-bhp General Motors 16-258S diesel engines with Farrel-Birmingham reduction gear and two shafts.

Crew and engineering personnel aboard PC-559
    Limitations
These are specifications reported by NavSource and are not an asbestos inventory. The diesel specification does not establish what insulation, gaskets, packing, electrical components, or exhaust lagging were installed on this hull. No steam plant is reported here, so no boiler/turbine claim is carried.

PDF pp. 1-2 (shipboard use and policy) and p. 8 (conclusions)
    Finding type
    gov_survey
    Finding
GAO reported that the Navy's major shipboard use of asbestos was thermal insulation and that, although recently constructed ships had little or no asbestos thermal insulation, other Navy ships contained large quantities. The report also records Navy policy changes beginning in the 1970s to specify asbestos-free thermal insulation and selectively replace asbestos insulation in high-maintenance areas.

    Population
Navy shipyard workers and Navy vessels covered by the program review
    Limitations
Program-level evidence from reviews of Long Beach and Norfolk Naval Shipyards; it does not name PC-559, identify a component aboard this hull, establish exposure of any person, or prove that any material remains aboard. Used only as class/era context for a 1941-42-built Navy combatant.

    Finding type
    historical_record
    Finding
No ship-specific asbestos survey, abatement contract, hazmat disclosure, or qualifying asbestos-litigation record was located in the sources completed for this record. The four-query CourtListener sweep was not completed: the authenticated helper reached the fleet pacing-budget stop during the first two attempted base queries, so no complete litigation negative can be claimed. No asbestos-qualified variants were run.

    Limitations
This is a bounded research result, not proof that no record exists. CourtListener coverage is incomplete and must not be represented as four-query completion. Undigitized Navy, builder, French Navy, disposal, and litigation records remain open leads; absence of a located public record does not establish absence of asbestos aboard or defeat any exposure claim.

NavSource hull page, PC-461 class and diesel specifications; GAO context in ev-03
    Finding type
    asbestos_application
    Finding
Class/era inference only: a steel PC-461-class submarine chaser built in 1941-42 for wartime Navy service falls within the Navy shipboard asbestos-use period documented by GAO. Possible era-standard applications include thermal insulation, machinery or diesel-exhaust lagging, gaskets, valve packing, and electrical insulation; none is confirmed as installed aboard PC-559 by the cited hull page.

Construction trades and crew of a 1941-42 steel diesel submarine chaser
    Limitations
This row is not a ship-specific asbestos finding and cannot support wording that asbestos was documented aboard PC-559. It supplies only cautious context from class, construction era, and diesel configuration; no quantity, manufacturer, location, or exposure pathway is established.
