Compiled record for this hull: laid down 20 December 1941 by the Consolidated Shipbuilding Co., Bronx, NY (a contemporaneous 20 December 1941 AP wire photo documents the keel-laying at the Morris Heights yard and a unit cost of about $1,000,000); launched 17 March 1942; commissioned USS PC-563, 17 June 1942 at the Atlantic Basin Iron Works, Brooklyn, NY; Asiatic-Pacific theater service - Leyte landings 28 October - 18 November 1944, and assault and occupation of Okinawa Gunto 1 April - 20 May 1945; reclassified control submarine chaser PCC-563, 20 August 1945; struck from the Naval Register 17 April 1946; sold 29 November 1946 to Foss Tug and Barge Co., Tacoma, WA for possible salvage of main engines (Naval Vessel Register of 1 January 1949 lists the sale as January 1947); registered in 1948 to Martinolich Shipbuilding Co., San Diego, CA for use as the fishing boat M/V Doris Neu; scrapped in 1948. Specifications: 280 t light / 450 t full, 173'8" x 23', draft 10'10", 20.2 kt, complement 65; armament one 3"/50 dual-purpose mount, one 40 mm, three 20 mm, two rocket launchers, four depth-charge projectors, two depth-charge tracks; propulsion two 1,440-bhp Fairbanks Morse 38D8 1/8 diesels (serials 832263 and 832264) through Westinghouse single reduction gear, two shafts. Seven commanding officers listed (all USNR), the last - LT Ray W. Tripp - ending 15 March 1946. Page states explicitly: 'There is no DANFS History currently available for PCC-563.'

NavSource is a volunteer archive compiling official records (NVR entries, commissioning data, photo captions); it documents service history and machinery, not materials or asbestos content. The two disposal dates it prints (29 Nov 1946 sale; 'January 1947' in the 1 Jan 1949 NVR) conflict - carried in gaps. No explicit decommissioning date is printed; the last CO's tour ending 15 March 1946 is the basis for the inferred date.

    Finding
Digitized primary-source holdings exist for this hull: a 306-image muster-roll file unit spanning 17 June 1942 - 15 March 1946 (the full commissioned life - the end date corroborates the inferred 15 March 1946 decommissioning), and monthly war diaries covering October 1944 through August 1945, the period containing her documented Leyte and Okinawa operations and her August 1945 PCC reclassification.

Wartime ship's company documented in muster rolls; commanding officers in war diaries
    Limitations
Catalog metadata verifies that the records exist and are digitized; the page images were not individually reviewed, so operational and personnel contents are asserted only at catalog level. No war diaries for June 1942 - September 1944 were located in the catalog - whether they were filed or survive is undocumented. None of these records has been examined for asbestos content, and war diaries/muster rolls ordinarily contain none.

    Finding
Independent yard-production corroboration for this hull: Consolidated Shipbuilding hull number 3115 was PC/PCC-563, a 173-ft sub chaser delivered/commissioned 17 June 1942; the same row records the disposal chain - sold to Foss in 1946, then to Martinolich in 1948 as Doris Neu - matching the NavSource record.

    Finding type
    gov_survey
    Finding
Government documentation of the Navy's asbestos era that brackets this hull's construction: per the report, thermal insulation was the Navy's major shipboard asbestos use, all ships contained some asbestos in components such as clutches and electric cables, insulation specifications changed toward little/no asbestos only from 1971, were asbestos-free by late 1973, and the formal no-asbestos policy (NAVSEAINST 5100.2) issued 24 October 1975. A hull built December 1941 - June 1942 sits entirely inside the pre-substitution era.

Program-level 1979 document: its fieldwork yards were Long Beach and Norfolk Naval Shipyards and it names no patrol craft or this hull. It establishes era policy and typical shipboard applications, not the presence, absence, quantity, or location of asbestos aboard PC-563. Report postdates the hull's scrapping by 31 years.

    asbestos_application
    Finding
Era/design inference for a diesel-powered submarine chaser built at Consolidated Shipbuilding in the peak asbestos years 1941-42: NO boilers or steam plant - the steam-lagging pathway does not apply; plausible asbestos applications on this type concentrate in diesel-engine and exhaust-system insulation, gaskets and packing throughout the engineering spaces, electrical insulation and cable, deck coverings, accommodation-space insulation, and brake/friction linings on winches and windlass. GAO HRD-80-2 documents that the Navy's asbestos-substitution program did not begin until 1971-75 - decades after this hull was scrapped in 1948.

    Limitations
Class/era and design inference only - no hull-level material schedule, insulation spec, or survey exists in the public record for this ship, and none can be generated for a hull scrapped in 1948 except through NARA construction records. Does not establish presence, absence, or quantity of ACM; the ship's post-Navy conversion toward a fishing vessel (if completed) is undocumented.

    Finding type
    historical_record
    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, construction material schedule, or abatement contract naming PC-563/PCC-563 was found in the public sources searched, and no litigation naming the hull surfaced in secondary web sweeps (see search_ledger). The CourtListener opinion/docket sweep itself was not executable this session - the fleet pacing budget was spent on every attempt - so litigation status is open, not negative. There is no DANFS entry for this hull at all - the candidate NHHC URL returns 404 and the hazegray DANFS patrol-vessel index lists neighboring hulls (PC-565, PC-566, PC-567...) but not PC-563 - so even baseline official narrative coverage is absent.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1941-42 diesel-powered hull is consistent with retained era materials. The hull was scrapped in 1948, so no present-day survey can exist; the only path to ship-specific material data would be NARA construction/delivery records (RG 19 contract files, BuShips general information books). Does not establish or defeat any claim of exposure or legal eligibility.
