[2]NavSource Online, Submarine Chaser Photo Archive, PC-616 (live archival compilation and photo-caption record) [other_primary]
- Locator
- PC-616 page: milestone timeline, specifications block, photo-caption table, and DANFS-availability note
- Finding type
- vessel_history
- Finding
- The live NavSource PC-616 archival compilation identifies this hull as a PC-461-class submarine chaser built by George Lawley and Sons, Inc., Neponset, Massachusetts: laid down 27 February 1942, launched 4 July 1942, and commissioned USS PC-616 19 August 1942. It reports U.S. Navy decommissioning in January 1947, lay-up with the Pacific Reserve Fleet's Columbia River Group, transfer to Thailand in 1952 as HTMS Tongpliu (PC 6), and Royal Thai Navy decommissioning 1 April 1994. Its specification block reports a 173-foot 8-inch diesel craft with two Fairbanks Morse 38D8 1/8 engines, Westinghouse reduction gear, two shafts, and complement 65. The page states that no DANFS history is available for PC-616.

- Limitations
- NavSource is a volunteer archival compilation, not an official Navy registry or a primary construction record. It supports the identity/milestone and diesel-design summary only; it contains no asbestos survey, installed-material list, abatement record, or exposure finding. The source's 1952 transfer statement is corroborated by the NHHC image-catalogue search result, but that canonical NHHC page returned HTTP 404 to direct fetch on this date and is logged as an access gap.

[3]U.S. Government Accountability Office, Navy Efforts To Protect Workers From Asbestos Exposure, HRD-80-2 (Oct. 18, 1979), product record; coupled with the PC-616 diesel specification record [gao]

- GAO product record HRD-80-2 (direct fetch returned HTTP 403); NavSource PC-616 specifications block
- Finding type
- asbestos_application
- Finding
- Class/era inference: PC-616 was a 1942-built, steel-hulled diesel patrol craft within the Navy's documented asbestos-use era. Because the available hull record identifies diesel propulsion rather than boilers or a propulsion steam plant, boiler and main steam-line lagging are not supported pathways for this hull. Possible period applications for a small diesel combatant are engine and exhaust insulation/lagging, machinery gaskets, valve/flange packing, electrical insulation, and compartment insulation where fitted.

- Limitations
- GAO is Navy-program context, not hull-specific evidence; its full report was blocked to direct retrieval (HTTP 403), and Firecrawl was quota-blocked. The listed applications are not confirmed installed materials, do not establish asbestos presence, amount, exposure, causation, or legal eligibility, and do not identify a manufacturer.

[4]CourtListener API v4 authenticated helper sweep: exact-name opinion/docket and hull-number opinion/docket queries (all --limit 20), 2026-10-03; public-source sweep ledger [court_record]
- Locator
- search_ledger rows sl-uss-pc-616-pc616-04 through -07
- Finding type
- litigation_documented
- Finding
- No qualifying ship-specific asbestos documentation was located in the accessible public-source sweep: no asbestos survey, abatement contract, hazmat disclosure, authoritative material list, or verifiable litigation record naming USS PC-616 / HTMS Tongpliu was available. The required four CourtListener base searches were initiated only through the authenticated fleet helper; its result stream detached from the headless execution runner while requests were fleet-paced, so the individual response payloads could not be retained or classified in this session. This is an incomplete litigation sweep, not a no-result finding.

- Limitations
- The absence of a located accessible ship-specific record does not prove absence of asbestos aboard or exposure. CourtListener is explicitly incomplete because result payloads were unavailable after fleet pacing; it must be re-run and every hit classified before treating the sweep as negative. Firecrawl was also quota-blocked, and canonical NHHC/NARA/GAO accesses had documented limitations.
