- The second Phoebe (AMS-199) was laid down by Harbor Boat Building Co., Terminal Island, Calif., 26 February 1953; launched 21 August 1954, sponsored by Mrs. Anne Elizabeth Gotch; reclassified MSC-199 on 7 February 1955; and commissioned 29 April 1955, Lt. George D. Ferguson in command. After training out of Long Beach and San Diego she served as schoolship for the prospective crews of Whippoorwill (MSC-207) and Widgeon (MSC-208); became flagship of Mine Division 31, Mine Squadron 3, on 6 January 1956; deployed to the Western Pacific (Yokosuka, then Sasebo as permanent base) and spent eight years in 7th Fleet minehunting exercises with Japanese, Chinese Nationalist, Korean, and Philippine minesweeping units. DANFS records 1964 Japan/Okinawa operations and a July-August South China Sea/Vietnam deployment; five months of 1965 'Market Time' Vietnam operations (24,000 miles steamed that year, reaching Bangkok); resumed Market Time operations March 1967, September U.S.-Republic of China exercise, November Market Time; February 1968 U.S.-Japanese mine exercise, September-October 1968 Market Time patrol during which she boarded 201 junks, November U.S.-Korean exercise; as of late 1969 still operating out of Sasebo. DANFS spec block: dp. 320; l. 144'; b. 28'; dr. 9'; s. 13 k.; cpl. 39; a. 2 .30 cal. mg.

- Finding
- NARA holds a U.S. Navy-produced film, 'USS PHOEBEE (MSC-199) MINESWEEPING EXERCISES,' produced November 1968, documenting this hull (named MSC-199) conducting minesweeping exercises during her Sasebo-based 7th Fleet service. Confirms in-service existence and activity consistent with the DANFS chronology (September-October 1968 Market Time patrol, November 1968 U.S.-Korean mine exercise).

[3]Dictionary of American Naval Fighting Ships, 'Phoebe II (AMS-199)', NHHC - designation and construction record (correction anchor) [nhhc_danfs]
- Locator
- DANFS Phoebe II entry (construction dates, 'second Phoebe' numbering); NavSource archives/11/05199.htm (class header, lead only)
- Finding type
- vessel_history
- Finding
- Tier-list metadata associating this record with a WWII/YMS-1-class vessel is incorrect. This hull is the SECOND Navy Phoebe: a postwar coastal minesweeper laid down 1953 as AMS-199 (motor minesweeper, SCB 69 design family), reclassified MSC-199 on 7 February 1955 - canonical designation MSC-199; AMS-199 and MSC-199 are one hull. It is not the WWII namesake (Phoebe I, AMc-57, a different 1940 Tacoma-built coastal minesweeper) and is not a YMS-1-class hull. NavSource and U.S. Navy secondary references style the AMS-190-199 block 'Falcon class'; broader reference works call the whole bird-named SCB-69 family 'Bluebird' or 'Adjutant' class - the naming conventions are reconciled here as Falcon class (postwar), per the batch triage directive.

- Limitations
- Correction applies to record metadata only. The 'Falcon class' label itself is a secondary-source convention (NavSource/NavalCoverMuseum); DANFS assigns no class name in the Phoebe II spec block, and no official class-designation document was located this pass. The WWII namesake AMc-57 details are from secondary compilations, not re-verified against its own DANFS entry (no separate live/Wayback DANFS page for Phoebe I was located).

- Finding
- GAO's review of Navy asbestos protection states, per the Navy's own account, that 'all ships contain some asbestos in such components as clutches and electric cables,' while thermal insulation was the Navy's major shipboard asbestos use. The Navy's October 1975 policy removed/replaced only damaged or work-required insulation, modified in January 1979 to add selective replacement in high-maintenance areas; the Navy declined a fleet-wide one-time removal program (estimated ~$2 billion). This hull's service era (1955-1970) and construction era (1953) both precede the documented Navy asbestos-management regime.

- Navy ship crews and shipyard workers, service era 1955-1970 (context)
- Limitations
- Program-level context: GAO fieldwork covered Long Beach and Norfolk Naval Shipyards, not this hull, and the report does not name MSC-199 or the Falcon/SCB-69 type. Does not establish asbestos presence, quantity, or location aboard this hull - a diesel-powered wood-construction sweeper lacks the steam-plant insulation mass where most shipboard asbestos sat. gao.gov returns HTTP 403 to automated fetch; row relies on the GAO product-page description/highlights (full-text pull remains an open lead).

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed litigation naming USS Phoebe (AMS-199/MSC-199) was found in the public sources searched (see search_ledger). CourtListener searches by exact name and both hull numbers returned zero opinions and zero dockets; a broad 'Phoebe + asbestos' opinion search returned six name collisions unrelated to any vessel.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - era materials in a 1953-built Navy hull are plausible but unproven at ship level. Does not establish that asbestos is or is not present; does not establish or defeat any claim of exposure or legal eligibility.

[6]Naval History and Heritage Command photographic collection - U.S. Navy photograph of USS Phoebe (MSC-199) dated 17 March 1964 (reported in batch triage) [other_primary]
- Locator
- NHHC photography collection (history.navy.mil/our-collections/photography); exact catalog number pending
- Finding type
- historical_record
- Finding
- Batch triage identifies an NHHC-cataloged U.S. Navy photograph of USS Phoebe (MSC-199) dated 17 March 1964, consistent with her documented early-1964 Japan/Okinawa operations period (DANFS). The exact catalog number (NH/L45/USN series) could not be relocated this pass - NHHC site search returns no indexed hit and its results endpoint blocks automation.
