- Documented for this hull (DANFS): 'A city in El Dorado County, California.' Spec block - 'PC-1087: dp. 280; l. 174'9"; b. 23'; dr. 7'6"; s. 20 k.; cpl. 80; a. 1 3", 1 40mm., 2 dct., 2 dcp.; cl. PC-461.' 'PC-1087 a steel-hulled submarine chaser, was laid down 13 February 1943 by George Lawley & Son, Neponset, Mass.; launched 24 April 1943; completed 19 January 1944; and commissioned 22 May 1944 at Quincy, Mass.' After final fitting out at Boston and Atlantic-coast shakedown she was ordered to the Service Force, Pacific Fleet - Guantanamo Bay 22-25 June 1944, Canal Zone 30 June, San Diego 10-14 July, then advanced-base convoy escort and patrol duty: convoy Eniwetok-Ulithi 10 August-1 September, Eniwetok 9 September, 'By 17 September PC-1087 was operating in Tokyo Bay, where she served in a patrol and escort capacity into November.' (Years are unstated; internal chronology places the convoy and Tokyo Bay segment in August-November 1945 - see ev-09.) Early December 1945 she returned to Atlantic waters; 'Between 10 January 194.5 and 6 May she made four escort runs between New York and Guantanamo Bay' (transcription garbles the year; internal chronology reads 1946). She then transited to the Pacific - Eniwetok 31 October 1946, Kwajalein 3 November, Pearl Harbor a week later - decommissioned and placed in reserve 20 February 1947, Pacific Reserve Fleet, Columbia River Group, Astoria, Oreg. 'Named Placerville on 15 February 1956'; transferred under MAP loan to the Republic of China 16 July 1957; 'commissioned as Tung Kiang in the Chinese Nationalist Navy, where she remains active into 1970.'

The DANFS entry prints no years for the Aug-Nov Pacific segment and garbles the escort-run year; both are resolved only by internal chronology. - NavSource is a volunteer secondary compilation, not a primary registry; its milestone dates conflict with DANFS on laid-down and launched (12 April/21 August 1943 vs DANFS's 13 February/24 April 1943 - see ev-09) and on complement (65 vs 80). The quoted NVR-1949 note is odd on its face (ship already decommissioned February 1947) and is carried verbatim - probable stale plan line in the 1949 register. Contains no asbestos content. The 1976 sale predates modern ACM-handling disclosure; no hazmat or material record for the disposal was located.

WWII commanding officers listed: Lt. Thomas M. Beers, USNR (22 May 1944 - late 1944); William E. Carroll, USNR (late 1944 - early 1945); E. E. Lenz, USNR (early 1945 - mid/late 1945); J. W. The 'Transferred to Taiwan on 16 July 1947' line is a misprint for 1957 (hull remained in USN service to Feb 1947, then Pacific Reserve Fleet; DANFS and NavSource both give 16 July 1957). Its independent agreement with NavSource on the 12 April/21 August 1943 build dates is what makes those dates the carried values against DANFS's anomalous set (see ev-09). No asbestos content.

- Finding
- ROC-era combat record of this hull: on patrol northeast of Dong-Yin Island around 0040 on 1 May 1965, the ROCN Northern Division vessel Tung Kiang / Dong-jiang - identified in the account and photo caption as PC-119, a PC-461-class submarine chaser - encountered four PLAN Type 062 gunboats; in the exchange she took a reported 154 hits, with 7 killed, 19 seriously and 24 lightly wounded (62% casualty rate), and remained in service until 1970. NavSource independently photographs PC-119 in ROCN service c. 1965 and carries the same PC-119 identity for ex-PC-1087.

- Limitations
- Weakly anchored: the only located English-language account is the Wikipedia article, which is itself flagged for insufficient inline citations and whose narrative relies on ROC commemorative sources plus a globalsecurity.org reference. Casualty figures and the 154-hit count are unverified against ROC Navy records. The PC-119 = ex-PC-1087 identity is solid (NavSource transfer line), but no ROC service record, refit record, or asbestos-relevant material record was located for 1957-1976. No asbestos content.

- Builder documentation: 'Shipyard in Neponset, Massachusetts. Three generations of the Lawley family built fine yachts and working vessels at their yard in Neponset, Massachusetts from the 1860s to the 1940s... The yard built both wood and steel vessels, including dozens of World War II landing craft, before closing in 1946.' The museum's Hart Nautical collection holds 173 items related to the firm. Confirms the builder named by DANFS was a small family yard that did not survive the war years - consistent with the absence of postwar builder records for this hull.

- asbestos_application
- Finding
- A steel-hulled diesel submarine chaser built 1943-44 sits squarely inside the Navy's documented asbestos-use era; era-standard applications aboard a patrol craft of this type and period were thermal insulation around machinery spaces and diesel exhaust/muffler runs, gaskets and valve packing in fuel, cooling and exhaust systems, electrical insulation, and deck-covering materials in accommodation spaces. As a diesel craft she carried no steam plant - the boiler/steam-drum and turbine lagging pathway of steam vessels does not apply; exposure-relevant systems are confined-space machinery insulation, gaskets, and packing.

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, insulation material list, abatement contract, hazmat disclosure, or verified litigation naming USS Placerville / PC-1087 / Tung Kiang (PC-119) was found in the public sources searched. CAVEAT: CourtListener could not be queried this session - the fleet-wide daily API quota was already exhausted (helper script reported server-requested wait of ~14,794 s, a multi-hour daily-quota event); logged as blocked in search_ledger, not as a negative result. Secondary web sweeps surfaced only generic hits (Johns-Manville v. United States government-shipyard claims; Smargisso v. Air & Liquid Systems re USS Hollister) plus the usual 'Placerville' city-name collisions - no qualifying case naming this hull.

- Finding
- CORRECTION (probable DANFS transposition): the construction dates in the DANFS PC-1087 entry - laid down 13 February 1943, launched 24 April 1943, completed 19 January 1944 - are identical, all three, to the milestones NavSource records for Lawley sister PC-1086 (laid down 13 February 1943, launched 24 April 1943, commissioned 19 January 1944). NavSource and uboat.net independently agree that PC-1087 was laid down 12 April 1943 and launched 21 August 1943 (commissioning 22 May 1944 is consistent across all three sources). The most parsimonious reading is that the DANFS compiler transposed PC-1086's line into the PC-1087 entry; genuine parallel construction of the sisters on identical dates cannot be excluded but is less likely. The record fields carry the NavSource/uboat.net dates with the DANFS set flagged in gaps.

- Corrects a probable compilation error in an official source, not a material claim. PC-1086, an unnamed hull, has no DANFS entry of its own for direct comparison - the anomaly is established against NavSource's PC-1086 page. DANFS's 'completed 19 January 1944' for PC-1087 (vs PC-1086 'commissioned' the same day per NavSource) could alternatively be a true delivery coincidence. No asbestos content.
