- Official Hellenic Navy record for this hull's Greek career: 'IKARIA 1960-1998 - ex-USS POTTER COUNTY LST 1086' (page prints 'LST 1986', an evident typo). Transferred by the USA together with LESVOS (ex-USS Boone County, LST-389) and RODOS (ex-USS Bowman County, LST-391) under the military aid program; received by Lt. Cmdr. Ar. Giannopoulos on 9 August 1960 at Jacksonville, Florida, USA. 'Decommissioned 24-7-1998.' Greek-side figures: dimensions 100/15.25/4.3 m; displacement 1,653/4,080 t (landing 2,366 t); diesel; 11.6 kt; armament 8 x 40mm + 6 x 20mm; capacity 2,100 t; crew 119 (accommodations 226).

Greek Wikipedia (unsourced text mirroring older HN material) places the flag-raising specifically at Green Cove Springs, FL - consistent with Atlantic Reserve Fleet berthing there; Jacksonville is the district reference. - Finding
- A diesel-powered LST built at a wartime mass-production yard in 1944-45 sits inside the Navy's documented asbestos-use era, but the asbestos-relevant systems aboard differ from steam vessels: with 2 x GM 12-567A diesels and no boilers or steam plant, the boiler/turbine lagging pathway does not apply. Era-standard applications for the type were diesel exhaust lagging and gaskets, engine-room thermal/acoustic insulation, deck coverings/tile, bulkhead and accommodation insulation, winch and windlass brake linings, valve packing, and electrical insulation in the enclosed tank-deck and berthing spaces.

- Finding
- The builder's Ambridge plant site (U.S. Steel's American Bridge division, where this hull and 198 sister LSTs were assembled 1941-45) is a federal CERCLA-assessed site: EPA ID PAD004372975, evaluated as NFRAP ('Site does not qualify for the NPL based on existing information'). The public profile documents that the yard site underwent federal environmental assessment; the accessible record does not enumerate contaminants.

- Limitations
- Builder-site environmental record only - addresses the shore fabrication plant, not shipboard materials aboard this hull. The NFRAP status and profile do not state whether asbestos was among assessed contaminants; contaminants/operable-unit detail tabs return 404 in the current CERCLIS interface. Establishes nothing about exposure aboard the ship.

- Finding
- GAO documented that the Navy used asbestos insulation extensively aboard ships and did not begin substituting alternative insulation materials until the early 1970s, and that standing policy left existing asbestos insulation in place unless damaged or required for repair - spanning this hull's entire construction (1944-45), active service (1945-46), reserve layup (1946-60), and most of her Greek career (1960-98).

- Finding type
- historical_record
- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, insulation material schedule, abatement contract, hazmat disclosure, or verified litigation naming USS LST-1086 / USS Potter County / HS Ikaria (L-154) was found in the public sources searched (see search_ledger). CAVEAT: CourtListener could not be queried to completion this session - the authenticated helper returned the fleet-wide pacing banner (shared ~114/hr budget momentarily spent) on each attempt; logged as blocked in search_ledger, not as a negative result. The class-level CourtListener sweep recorded in the LST-1-class profile found only an incidental LST mention (Gitto v. A.W. Chesterton, S.D.N.Y. 1:07-cv-04771 - a scanned reunion notice), no asbestos docket naming a specific LST hull. Secondary web sweeps surfaced only law-firm marketing material asserting asbestos aboard landing ships generally - excluded by source policy.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - wartime construction practice and the unabated-era service history make era materials plausible but unproven for this hull. The litigation-repository search is a genuine open gap (paced, not run to completion). RG 24 deck logs (1945-46), the 1960 MAP transfer file, and Greek Navy disposal records are undigitized leads. Does not establish or defeat any claim of exposure or legal eligibility.
