- Documented for this hull: 'PGM-75 was built for Ecuador.' Laid down as PGM-75 by Peterson Builders, Sturgeon Bay, WI; launched 11 January 1965; 'Delivered 16 October 1965, transferred under the Military Assistance Program to Ecuador and named BAE Quito (LC 31)'; renamed Veintecinco de Julio in 1975; 'Fate unknown.' Specs: displacement 130 t., length 101', beam 22', draft 6'8", speed 18 kts; armament one 40mm mount, two twin 20mm mounts, two .50 cal. machine guns; propulsion 'Two 975bhp MB820 Mercedes Benz diesel engines/eight 250bhp General Motors 6-71 diesel engines, two shafts.' Page states explicitly: 'There is no DANFS history available for PGM-75.' No image of PGM-75 available.

- NavSource is a volunteer secondary compilation, not a primary registry - its milestones generally track NVR/DANFS but here rest on no printed DANFS entry (page itself states none exists). Pennant 'LC 31' on this page conflicts with 'LC 71' on NavSource's own PGM index and every other source - treated as a transcription slip (see gaps). Propulsion line lists two alternative engine fits without attributing which applied to this hull. No asbestos content.

- Finding
- The index groups PGM-71 through PGM-83 under the 'PGM-71 Class Motor Gunboat' header, with continued blocks at PGM-91, PGM-102 to PGM-108, PGM-111 to PGM-117, and PGM-122 to PGM-124, and tabulates each hull's foreign disposition: 'PGM-75 to Ecuador as Quito (LC 71)'; sister PGM-76 'to Ecuador as Guayaquil (LC 72)'; neighbors PGM-71 to Thailand (T-11), PGM-72/73/74/80/81/82/83 to South Vietnam, PGM-77 to Dominican Republic (Betelgeuse GC 102), PGM-78 to Peru (Rio Sama PC 11), PGM-79 to Thailand (T-12). Index note: 'All Motor Gunboats (PGM), hull numbers 84 and greater, in the U.S. Navy inventory 1 April 1967 were redesignated Patrol Gunboats (PG). The term Motor Gunboat now applies primarily to craft built for allied navies.'

The gunboat table records the same hull: 'PGM 75 | Quito | Ecuadorian Navy | Peterson | Sturgeon Bay WI | LDT 118 | LOA 100 | built 16-Oct-65 | LC 71' and documents that of 112 gunboats built since WWII, 95 were built under the Foreign Military Sales program - PGM-75 sits in that export block (PGM-71 through PGM-83) built for allied navies.

- Ecuadorian Navy crew (1965-1975); Ecuadorian Navy/Coast Guard crew as 25 de Julio (1975-1980) and LGC-31 (1980-2014)
- Limitations
- Secondary compilation (Russian-language reference site, English edition); the rename chain (25 de Julio 1975, Isla Isabela 2007), 1980 Coast Guard transfer (LGC-31), 1989 MTU re-engine, and 2014 striking rest on this secondary source alone - no Ecuadorian primary record located (see gaps). The rename is independently corroborated by the Occhini photo catalog (bibliotecamai.org PDF: 'LC.71 Quito > Veintecinco de Julio, Landing craft, 1965'; 'LM.31 Quito, 1976' confirms the name recycling). Its 8 x GM 6-71/4-shaft fit conflicts with NavSource's spec line (2 shafts, MB820 or GM 6-71 alternates); unresolved in gaps. No asbestos content.

- Finding type
- historical_record
- Finding
- CORRECTION/disambiguation record: the 'Isla Isabela' in current Ecuadorian Coast Guard service is a different hull from ex-PGM-75 - press coverage documents the present LG-31 Isla Isabela as built by ASTINAVE EP in Ecuador over one year and delivered 2017 (sister LG-30 San Cristobal is a Damen Stan Patrol 5009, delivered to the Armada 15 May 2017), a 50 m, 26-crew patrol craft operating on the Galapagos EEZ - not the 1965 Peterson gunboat. Navypedia's claim that ex-PGM-75 was renamed 'Isla Isabela' in 2007 therefore describes, at most, a recycled name/pennant carried 2007-2014 before the newbuild assumed them. The name 'Quito' likewise was recycled: the Armada del Ecuador operates LAE Quito (LM-31, Lurssen TNC-45 missile boat delivered 1976-77) - a different hull from this record. The same 2019 coverage marks the '39th anniversary' of the Comando de Guardacostas (Coguar) - i.e., formation 1980, consistent with this hull's 1980 LC-71 -> LGC-31 pennant change.

- Finding
- A 101-foot diesel motor gunboat built 1965 at a U.S. Navy-contracted yard sits inside the documented Navy asbestos-use era (substitution did not begin until the early 1970s). Era-standard applications aboard a small diesel patrol craft of this type and period were engine and exhaust thermal insulation/lagging, machinery-space insulation, gaskets, valve and machinery packing, and electrical insulation. As a diesel craft she carried no steam plant - the boiler/turbine lagging pathway of steam vessels does not apply; the exposure surface is the confined small-craft machinery space.

- Finding
- Government documentation that this hull's builder yard was under NIOSH industrial-hygiene investigation: on 15 December 1978 NIOSH surveyed Peterson Builders, Inc. (SIC-3731 ship building and repairing), approximately 731 employees in the boat production yard, for inclusion in an epidemiological study of health hazards in the painting trades. The abstract records no industrial hygiene program at the yard, poor ventilation in painting areas, and use of personal respirators. The survey targeted paint-material hazards - asbestos is not mentioned in the published abstract/keywords.

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or verified litigation naming PGM-75 / BAE Quito (LC-71) / LGC-31 / 25 de Julio / Isla Isabela was found in the public sources searched. No DANFS history exists for this hull (NavSource states none - hull never entered U.S. Navy commission). NVR contains no entry (NVR excludes ships disposed prior to 1987; this hull transferred to Ecuador on 1965 delivery and was never a U.S.-commissioned vessel). Secondary web sweep surfaced no qualifying case and no law-firm listicle naming this hull (the hull is small enough that marketing sources largely ignore it). CAVEAT: CourtListener could not be queried this session - the fleet-wide pacing limiter rejected 13 spaced attempts over ~1 hour (helper exit 2, budget momentarily spent; concurrent sessions draining the shared ~58/hr token bucket).
