- Official DANFS record for this hull: name gloss 'A broad embankment, usually surmounted by a parapet, raised as a fortification'; spec block 'AM-282: dp. 945; l. 184'6"; b. 33'; dr. 9'9"; s. 14k.; cpl. 104; a. 1 3", 4 40mm., 6 20mm., 2 dcp., 1 dcp. (hh.); cl. Admirable'. Laid down 24 November 1943 by the Gulf Shipbuilding Corp., Chickasaw, Ala.; launched 30 March 1944, sponsored by Mrs. Frank S. Scott; commissioned 18 November 1944, Lt. Stanley F. Luce in command. After Gulf of Mexico shakedown, departed 8 December, arrived Little Creek, Va. five days later; minesweeping exercises out of Little Creek until 15 January 1945, then Casco Bay, Maine, for ASW training; returned to Hampton Roads, underway 25 January for the Canal Zone, Coco Solo Naval Base 1 February; transited the canal, proceeded via San Diego to Pearl Harbor, arriving 24 February; departed 7 March back to the west coast, Seattle 19 March; departed 7 April for Kodiak, then Cold Bay arriving 15 April; Soviet Navy crew shakedown 24 April - 13 May. 'On 20 May 1945 Rampart was decommissioned and transferred to the Soviet Navy on lease.' Reclassified MSF-282 on 7 February 1955.

The official text is silent on an ordered date, battle stars (none recorded - her war was training, transit, and the Cold Bay transfer detail), all Soviet-side history post-1945, and the 1983 striking (the entry predates it). DANFS's 20 May decommission/transfer date conflicts with the NHC-documented simultaneous ceremony of 21 May (ev-05, ev-07(b)). Entry prints a stray punctuation artifact 'sponsored by Mrs. Frank S. - Finding
- Official 1945 BuShips register names RAMPART, official number AM-282, in the mine-sweeper tables: builder row dittoes 'Gulf Shipbuilding Corp.' (block head at AM-268 NUCLEUS) - making Rampart the LAST hull of the fifteen-hull Gulf Chickasaw block (AM-268 Nucleus through AM-282 Rampart; the table switches to 'General Eng. & D. D. Co.' at RANSOM AM-283); keel laid 24 Nov 43; launched 30 Mar 44; first commission 18 Nov 44. Machinery table row: 'RAMPART ... AM 282 ... 1,710 ... do.' - inheriting block-head 'C. B. GSB-8' (Cooper Bessemer, per the volume abbreviation key) engines, 1,710 shaft horsepower, 'Nat. Sup.' (National Supply) reduction gear, twin shafts - geared diesel, no boilers; ship's service generators 60/20/100 kW, 450/120 A.C./D.C. - Official register documents builder, dates, and the documented propulsion plant at register level - not materials or asbestos content. The 1,710 figure is the register's shaft-horsepower column (aggregate for the pair); NavSource's per-hull '855shp' print is consistent as a per-engine rating (2 x 855 = 1,710) but NavSource formats it inconsistently across hulls (Method's page prints 'Two 1,710shp') - flagged in ev-07(d). The register predates all post-transfer history; silent on everything after 1945. No asbestos content; supports no asbestos claim.

- Official NHC publication resolves this hull's transfer: appendix row 'Rampart (AM 282) | T-282 | [21 May ditto] | [1960-scrapped ditto]' - i.e., transferred 21 May 1945 under Project Hula, Soviet designation T-282, disposition 1960-scrapped. The same table assigns the surrounding 21 May AM group: T-272 Fancy (AM 234), T-274 Marvel (AM 262), T-275 Measure (AM 263), T-276 Method (AM 264), T-277 Mirth (AM 265), T-278 Nucleus (AM 268), T-282 Rampart (AM 282); then 22 May: T-271 Disdain (AM 222), T-273 Indicative (AM 250), T-279 Palisade (AM 270, '1957-stricken'). Glossary: 'T (tralshik) - minesweeper.' Program context documented in the same volume: transfers staged at Cold Bay/Fort Randall, Alaska, to ready Soviet crews for the war against Japan; the U.S. sought return of 480 of 585 transferred combatants (SecNav Forrestal to State, 8 May 1947); the Navy ultimately accepted Soviet 'witnessed destruction' (59 vessels sunk near Murmansk and 20 near Nakhodka in 1956); a settlement on 343 vessels was reached in spring 1957; the comprehensive Lend-Lease settlement followed 18 October 1972 - the framework explaining why unreturned hulls like this one stayed nominally on the Naval Register until 1983.

- Naval Marine Archive row: 'AM 282 | Rampart | Gulf SB | Chickasaw AL | 185 | 945 | 1942 | 18-Nov-44 | To USSR 1945 as T 282' - corroborates the Chickasaw yard, FY1942 program year, commissioning date, and Soviet transfer with the correct T-282 pennant; the adjacent rows show the same yard boundary as NAVSHIPS (AM-281 Quest and AM-282 Rampart at Gulf SB Chickasaw; AM-283 Ransom and AM-284 Rebel at General Eng., Alameda). NavalCoverMuseum's RAMPART AM 282 page is a designation stub listing the name chain 'USS RAMPART AM-282 / T-282 (Soviet Union Naval Service) / SHKVAL / RAMPART MSF-282' plus the DANFS namesake gloss - no covers or postmarks reported. hullnumber.com's AM-282 page is a crew-roster stub with no deployments or events listed. The HyperWar compilation stub for AM-282 reproduces three outright errors: 'Diesel-electric engines, twin screws, 1,800 h.p.' (contradicted by the documented National Supply reduction gear - geared diesel, not diesel-electric), 'commissioned 1945' (the hull commissioned 18 November 1944), and 'Transferred to U.K. under Lend-Lease, 1945' (wrong nation - the hull went to the U.S.S.R. at Cold Bay in May 1945) - flagged in ev-07(g).

- Finding
- Source discrepancies logged, not silently merged: (a) Soviet pennant - T-282 is consistent across NHC appendix, NavSource, uboat.net, navalmarinearchive, and NavalCoverMuseum; no competing print located (unlike sibling Method's T-274/T-276 chain). (b) Decommission/transfer date - 21 May 1945 carried per Russell (Hula ships were decommissioned, transferred, and Soviet-commissioned in a single simultaneous ceremony; Wikipedia's own footnote documents this resolution explicitly); DANFS prints 20 May for decommission-and-transfer; NavSource prints 'Decommissioned 20 May 1945 at Cold Bay ... transferred' on the same line; uboat.net prints end of service/decommission 20 May. (c) Propulsion - NAVSHIPS 250-011 (official register) prints C. B. GSB-8 (Cooper Bessemer) engines, 1,710 shp, National Supply reduction gear; NavSource prints 'Two 855shp Cooper Bessemer GSB-8 diesel engines, National Supply Co. single reduction gear' (per-engine print, consistent with the 1,710 aggregate); Wikipedia's infobox prints class-generic '2 x ALCO 539 diesel engines, 1,710 shp, Farrel-Birmingham single reduction gear' - contradicted by the official register for this hull (same class-generic-vs-register conflict resolved identically in sibling Quest AM-281). (d) Spec variances - displacement 945 t (DANFS/NavSource/navalmarinearchive full load) vs 650 t (Wikipedia infobox) vs 625 t (HyperWar); speed 14 kts (DANFS) vs 14.8 (NavSource/Wikipedia) vs 15 (HyperWar); draft 9'9" vs 10' (HyperWar); armament design-spec (1 3", 4 40mm, 6 20mm, 2 dcp., 1 dcp. hh.) vs wartime-fit (twin 40mm, hedgehog, 4 K-guns, 2 dct - NavSource). (e) Soviet-side conversion descriptor - NavSource prints 'converted to a whaling vessel and named Shkval (Squall)' (Ministry of Transport, 7 Aug 1948); Wikipedia prints 'converted to a naval trawler in 1948 and renamed Shkval' (both fields citation-needed) - whaler vs trawler split flagged, carried as 'Ministry of Transport conversion, renamed Shkval.' (f) Genzan/Wonsan claim - NavSource-only 'Participated in the landing at Genzan (Wonsan), Korea 8 August 1945'; the printed date precedes the documented start of Soviet-Japanese hostilities and the generally dated late-August Wonsan landing - flagged, not propagated. (g) HyperWar stub flat errors - 'Transferred to U.K. under Lend-Lease, 1945' (wrong nation), 'commissioned 1945' (wrong year), 'Diesel-electric ... 1,800 h.p.' (contradicted by NAVSHIPS). (h) DANFS verification path - live NHHC 404s; hazegray.org DNS-unreachable this session; Wayback Machine temporarily offline - the DANFS text rests on the losthistory.net verbatim hazegray mirror without a second capture this session.

- Era/design inference: this hull is a 1943-44-built steel Admirable-class minesweeper with a diesel twin-screw plant (two Cooper Bessemer GSB-8 diesels, National Supply single reduction gear) - no boilers, no steam distribution. Its insulation load was materially lighter than a steam combatant's, but machinery and construction materials of the wartime era were commonly asbestos-containing: exhaust-system and muffler lagging, machinery gaskets and packing, electrical-cable insulation, accommodation/galley joiner insulation, winch and windlass brake linings, and deck compositions of the period. Exposure-relevant populations if any material was present: Gulf Shipbuilding Chickasaw construction trades (Nov 1943 - Nov 1944); the U.S. wartime crew (design complement ~104) across shakedown, Little Creek minesweeping exercises, the Panama transit, Pearl Harbor, and the Cold Bay transfer detail (Nov 1944 - May 1945); the Soviet trainees embarked for familiarization (Apr-May 1945); Soviet Navy crews of T-282 in the Pacific Fleet (1945-1948, including the claimed Genzan operation); the Ministry of Transport conversion workforce (1948); Shkval crews (1948-ca.1960); and the early-1960s scrapping workforce.

- Limitations
- Inference from documented design, machinery type, and construction era - NOT a hull materials record. No survey, specification, or material schedule naming AM-282 was located; establishes no asbestos content, quantity, location, condition, individual exposure, or causation. - 1944; nomination circa 1979
- Population
- Museum staff/visitors at the surviving sister (class context)
- Limitations
- Class-level context only - the nomination documents the sister hull's significance and condition circa 1979, not materials or asbestos content, and says nothing about AM-282. 'Unaltered' is the nomination's characterization; no ACM survey of Hazard is public. Hazard is a Winslow-built sister, not a Chickasaw-built one - same class, different yard.

- Finding
- No qualifying ship-specific asbestos record located for USS Rampart / AM-282 / MSF-282 / T-282 / Shkval: no asbestos survey, abatement contract, hazmat disclosure, preservation record, court finding, or docketed asbestos case naming this hull was found in the public sources searched (see search_ledger). The CourtListener API v4 sweep could not run this session - the authenticated request returned HTTP 429 ('Request was throttled. Rate limit exceeded: 2800/day. Expected available in 38216 seconds') on the first attempt; the shared daily quota was exhausted by prior batch work on this machine, so the opinion/docket sweep is logged as blocked, not retried, per batch rules (same wall hit by sibling batches today incl. batches 1229 and 1236). Indexed-web substitute queries surfaced only name collisions and generic asbestos filings - no hit naming this hull - and marketing-roster name mentions (mesothelioma.com's minesweeper jobsites page lists 'USS Rampart | AM-282 | Admirable | 11/18/1944 | To Soviet Union, 1945' in a generic table; mesotheliomahelp.org's minesweeper page lists USS Rampart in a name roster; excluded per source rules, no hull-specific evidence).

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - a 1943-44-built vessel is era-consistent with asbestos-containing materials even accounting for its lighter diesel insulation load. IMPORTANT: the CourtListener sweep did not run (throttled, shared quota) - 'no qualifying case located' reflects the non-litigation repositories and degraded indexed queries only; a differently-phrased hull reference may exist in the opinion/docket indexes. The hull's entire Soviet career (1945-ca.1960) and scrapping are undocumented at materials level, so no survey pathway exists in located sources. Does not establish presence or absence; does not establish or defeat any exposure claim or legal eligibility.

- Finding
- No case located names this hull (see negative_finding row and search_ledger - CourtListener sweep blocked this session). Doctrinal context only for the vessel's type: claims arising from WWII-era Navy-vessel asbestos exposure ran under maritime law against equipment manufacturers, and the Supreme Court's DeVries decision settled the 'bare-metal defense' framework - manufacturers that supplied bare equipment had a duty to warn where their products required asbestos-containing parts. It illustrates the litigation posture claims arising from service aboard a WWII diesel minesweeper would have faced; no such claim naming Rampart was located.

- 2019 decision
- Limitations
- Doctrinal context only - the cited case does not name or involve this hull, and DeVries addressed manufacturers' duty to warn for asbestos-containing components on Navy vessels generally. Classification note: a complaint's vessel list would be a pleading allegation, not a finding; no pleading naming this hull was located in the searches performed. Does not establish or defeat any exposure claim or legal eligibility.

[14]Archival leads (not retrieved - require research-room or reproduction order; no spend authorized; NARA catalog returns only its JS application shell to automated fetch): (a) NARA's WWII muster-rolls series should cover this hull for her Nov 1944 - May 1945 commission - sibling Admirable-class hulls are demonstrably indexed, so coverage for AM-282 is expected but unconfirmed this session; (b) NARA RG 24 deck logs, Nov 1944 - May 1945 (an unusually short run, ~6 months - shakedown through Cold Bay); (c) NARA RG 19 BuShips records / General Information Books and the Navy contract file for the Gulf Shipbuilding Chickasaw Admirable block (AM-268 through AM-282 per NAVSHIPS) - the plausible home of hull-level material schedules; (d) NARA still-photo holdings catalog.archives.gov/id/55249751 and /id/45546390 (Chickasaw construction views credited via NavSource/destroyerhistory.org) and the transfer-ceremony photo printed at Russell p. 21; (e) Project Hula Cold Bay transfer records for the 21 May 1945 group (NHC 1997 cites operational files) - the authoritative resolution of the 20-vs-21 May date split; (f) Soviet-side records for T-282's Pacific Fleet service (1945-1948, including the claimed Genzan/Wonsan operation), the Ministry of Transport conversion (1948), Shkval service (1948-ca.1960), and the early-1960s scrapping - Lutsenko's 'Buran-type whale catcher' list (soviet-trawler.narod.ru, cited by Wikipedia for sibling hulls) is the hobbyist-level lead, not an authoritative source; (g) Gulf Shipbuilding/Waterman Steamship yard records. - Finding
- Record-group mapping only: the archival repositories most likely to hold hull-level material or transfer-condition documentation for AM-282, keyed to the documented events of her career (Chickasaw construction 1943-44; U.S. commission Nov 1944 - May 1945; Project Hula transfer 21 May 1945; Soviet minesweeper service 1945-1948; Ministry of Transport conversion and Shkval service 1948-ca.1960; scrapping early 1960s; administrative NVR retention to 1983).

- Limitations
- Record-group mapping only - no box-level retrieval performed; existence of asbestos-specific documents for AM-282 is unknown until surveyed in person. Muster rolls, deck logs, contract files, photo files, transfer files, and disposal records are personnel/operations/disposal records, not materials documentation. Nothing in this row is an asbestos finding.
