Boston conversion to destroyer minesweeper - emerged from the yard as DMS-21 on 16 December 1944; Pacific Jan 1945; Kerama Retto minesweeping 24-25 March; Okinawa. On 6 April 1945 a kamikaze crashed her port bow at 1532 (16 killed or missing, 20 wounded; engineering plant intact); she was hit twice more in the 3.5-hour action; Emmons (DMS-22), circling to defend her, was fatally hit. Temporary repairs Kerama Retto to 5 May; permanent repairs at Charleston 19 June - mid-October 1945; east-coast operations with three 6th Fleet Mediterranean tours (1949; 2 Jun-1 Oct 1952; 19 Jan-17 May 1954); reclassified DD-456 15 January 1955; decommissioned 28 July 1955 and transferred the same day to the Republic of China as RCS Hsien Yang (DD-16). [5]HyperWar 'Ships of the U.S. Navy, 1940-1945' DMS-21 USS Rodman spec block (DANFS-derived) + Atlas shipyard dataset, Federal Shipbuilding & Drydock Co. (Kearny) record [other_primary]

- Finding
- Era/design inference: a Gleaves-class (Bristol repeat group) destroyer built Dec 1940 - Jan 1942 with a plant of 4 superheated B&W boilers and ~50,000-shp geared turbines (class spec: 'High-pressure super-heated boilers, geared turbines with twin screws, 50,000 h.p.') would have carried period-standard asbestos insulation, steam-line lagging, gaskets, packing, fireproofing, and deck coverings - peak Navy asbestos construction era. Builder Federal Shipbuilding Kearny is documented at yard level in the Atlas dataset (evidence tier 2): an Owens-Illinois Industrial Health Survey (30 Aug - 2 Sep 1944) recorded insulators cutting/fitting Johns-Manville Superex asbestos pipe covering and boiler insulation in confined spaces at this yard during wartime production. The Nov-Dec 1944 DMS-21 conversion (Boston Navy Yard) and the Jun-Oct 1945 battle-damage repair (Charleston) are yard periods of the type that disturbed machinery-space insulation.

- Class/era and builder-yard inference only - not a hull record. The Kearny survey postdates this hull's construction (1940-42) by ~3 years and documents yard conditions, not materials installed aboard DD-456. No quantity, no remaining-material, no individual-exposure finding. Turbine vendor for this hull (GE per NavSource secondary spec) is not officially verified.

[6]LeFevre et al v. CBS Corporation et al, No. 3:13-cv-05058-RBL (W.D. Wash., filed 2013-01-28) [court_record]
- Locator
- CourtListener RECAP docket index, 3:13-cv-05058 (W.D. Wash. Tacoma)
- Finding type
- litigation_documented
- Finding
- Asbestos personal-injury docket in which 'USS Rodman' appears in indexed CourtListener docket text. Case type confirmed asbestos litigation (plaintiff-side industrial-hygiene expert's CV lists expert testimony in 'Roy J. LeFevre et al vs. CBS Corp. et al,' W.D. Wash. 3:13-cv-05058, Oct 2013; defense expert Robert H. Riley appears for Owens-Illinois). Whether the vessel is an alleged exposure site or an incidental reference is unresolved from the public index. DD-456 is the only U.S. Navy ship to bear the name Rodman (first ship named for Admiral Hugh Rodman), so if the reference is to the ship it is unambiguous.

- Population
- Roy J. LeFevre et al (plaintiffs); U.S. Navy veterans (class context)
- Limitations
- Docket-index reference only; if the reference is an exposure allegation it stands at pleading stage - unadjudicated, establishes nothing about asbestos content aboard. Full-text resolution attempted 2026-09-27 but the fleet-wide CourtListener request budget was spent; docket-detail pull remains pending. The same-name risk is nil (single-hull name), but 'Rodman' could also appear as a person or place reference in exhibit text.

- Finding

CBS Corp., above); docket search "DD-456" = 9 hits, all name collisions in unrelated matters (securities, bankruptcy, IP - e.g., Lindland v. TuSimple; SIPA v. Madoff; DC Comics v. Pacific Pictures) where 'DD-456' is a document/item string, not the vessel. No published opinion names this hull; no merits-stage asbestos finding naming this hull was located.

- Limitations
- RECAP indexing is incomplete for older federal and all state-court filings; absence of an indexed opinion or docket does not prove no case ever named the vessel. Pleading-stage references may exist in unindexed or removed state-court complaints (Washington asbestos suits are typically filed in King County Superior Court then removed).

- Locator
- GAO product page HRD-80-2 (full text blocked to automated fetch, HTTP 403; content via product-page description, per class-profile extraction)
- Finding type
- regulatory
- Finding
- GAO documented the Navy's asbestos-protection program: standing policy (1975) removed asbestos insulation only when damaged or required for repairs, modified 1979 to selective replacement in high-maintenance areas - meaning original-era insulation typically remained in place for decades unless a yard period disturbed it. Context for this hull's postwar Atlantic/6th Fleet service (1945-55) and for the Taiwan transfer cohort.
