- Finding type
- gov_survey
- Finding

- Population
- Navy shipyard workers (program context)
- Limitations
- Navy-wide, later-period context only: Russell County left U.S. Navy custody in 1960, nineteen years before this report. This does not name the hull or establish that any asbestos-containing component was installed, present, removed, or disturbed aboard it. Direct verification was access-limited this session.

[7]Batch-6578 search ledger (this record): NHHC/DANFS; NHHC photo catalog; NARA deck-log index and Special List 44; GAO; CourtListener helper diagnostics [other_primary]
- Locator
- search_ledger rows sl-uss-russell-county-lst1090-01 through -08; authenticated helper stderr captured during this session
- Finding type
- historical_record
- Finding
- No qualifying ship-specific asbestos documentation was located in the official historical and archival sources searched: no survey, abatement record, hazmat disclosure, product-identification record, or judicial record is carried. The required CourtListener exact-name and hull-number opinion/docket sweep was attempted through the authenticated helper but the fleet-wide pacing limiter refused the requests before results; it remains an open gap rather than a negative search result.

- Study period
- 2026-10-02
- Limitations
- This is a finding about the limited public-source sweep, not proof that asbestos was absent aboard the hull. CourtListener coverage is incomplete because the authenticated fleet limiter denied a pacing token; it cannot support a no-litigation conclusion. No finding of individual exposure, causation, liability, or eligibility is made.
