    Finding
Documented for this hull (secondary compilations): contract awarded 15 September 1977 to Newport News Shipbuilding and Dry Dock Co.; keel laid 26 August 1980; launched 16 October 1982 sponsored by Mrs. Kathleen Garn (wife of Sen. Jake Garn); commissioned 12 May 1984 - the second USN ship named for Salt Lake City, Utah, and the 35th Los Angeles-class unit. Atlantic then Pacific Fleet service; Depot Modernization Period at Mare Island Naval Shipyard October 1991 - May 1993 including reactor refueling; homeported San Diego, then Pearl Harbor from 2005; six Western Pacific deployments (most recent Sept 2005) per the NNS release; decommissioned and stricken 15 January 2006 after inactivation begun fall 2005; towed to Puget Sound Naval Shipyard for SRP, departing on the first polar-ice transit of that season; reactor compartment shipped to Hanford burial trench June 2008.

    Limitations
Secondary compilations (navysite, NavSource, Wikipedia) - no live NHHC DANFS page or transcription exists for this hull; details unverified against a primary Navy record. The NNS release confirms the 2006 decommissioning and six WestPac deployments but is itself a public-affairs compilation. No asbestos content.

    Locator

    Finding type
    litigation_documented
    Finding
This hull is named as 'SALT LAKE CITY (SSN716)' in a complaint-exhibit vessel list appended to an asbestos personal-injury complaint - the list accompanies a marine machinist's Mare Island work history and enumerates vessels the plaintiff alleged he worked aboard. The hull's documented Mare Island Depot Modernization Period (Oct 1991 - May 1993, including reactor refueling) falls within the work window the exhibit describes.

    Population
Plaintiff marine machinist; Mare Island Naval Shipyard trades
    Limitations
PLEADING-STAGE ALLEGATION ONLY. A complaint-exhibit vessel list is a plaintiff's allegation, not a discovery finding, trial finding, or judgment; it does not identify asbestos products aboard this hull, dates or scope of work aboard this hull, actual individual exposure aboard this hull, or causation. Verified text extracted from the archive.org RECAP mirror (pdftotext); not an adjudicated or even answered document. Does not establish exposure, quantity, or legal eligibility.

    Finding
A first-flight Los Angeles-class nuclear attack submarine built 1980-1984 at Newport News Shipbuilding and overhauled/refueled at Mare Island Naval Shipyard (DMP Oct 1991 - May 1993) sits at the tail of the Navy's documented asbestos-use era; era-standard applications on the secondary steam plant and auxiliary systems included thermal/pipe insulation, gaskets, packing, and machinery insulation. The building and maintenance yards' asbestos product use in this period is independently documented at the yard level - and Mare Island's asbestos-era workload is the setting of the Cooks complaint exhibit that names this hull.

Newport News Shipbuilding construction trades (1980-84); Mare Island DMP trades (1991-93); crew (1984-2006); SRP workers
    Limitations
Class/era inference only - no hull-specific insulation survey or material list located for SSN-716. Names era-standard applications on non-nuclear secondary/auxiliary systems, not confirmed installed materials; the reactor plant establishes nothing. Hull construction postdates the early-1970s start of Navy insulation substitution; residual-era ACM and DMP-era disturbance remain inference. No quantity.

    Opinion, specification-history discussion (SUBSAFE/MIL-I-24244)
    Finding type
    litigation_documented
    Finding
A docketed asbestos personal-injury opinion recounts that after USS Thresher's 1963 loss the Navy created the SUBSAFE program, which issued procurement specification MIL-I-24244 covering asbestos-containing insulation for submarines - court-documented evidence that asbestos-containing insulation was specified in the submarine-construction regime in force when this hull was built (keel 1980).

Navy submarine construction/maintenance trades, SUBSAFE era
    Limitations

    Finding
GAO documented that the Navy used asbestos insulation extensively aboard ships and did not begin substituting alternative insulation materials until the early 1970s - covering this hull's construction period (1980-1984) within the transition era and most service-era insulation events.

    Finding
Beyond the Cooks pleading-stage naming, no qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or adjudicated exposure case naming this hull was found. This hull does not appear in the other four verified RECAP complaint-exhibit work histories checked (Halseth, Cronin, Guthrie, Davis). CourtListener direct searches (exact name + hull number, opinions and RECAP) could not be run this session - API returned HTTP 429 '125/day' and site search CloudFront 403 - logged as blocked, not 'no result'.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard. Hull disposed through SRP; per-hull hazmat handling records, if any exist, are not public. 'Salt Lake City' hits in other exhibits (e.g., CL/CA-25 references) are earlier-hull collisions, not this vessel. Does not establish or defeat any claim of exposure or legal eligibility.
