DANFS record for this hull: namesake Ens. Eugene Thomas Sanders (born 15 March 1889, Hubbard, Oregon; killed aboard USS Arizona BB-39 at Pearl Harbor 7 December 1941); originally designated for transfer to Britain as BDE-40; laid down 7 September 1942 by Puget Sound Navy Yard, Bremerton, Wash.; named Sanders 14 June 1943; reclassified DE-40 16 June 1943; launched 18 June 1943; commissioned 1 October 1943, Lt. Comdr. Arthur N. Daniels in command; patrol and escort duties in the Gilbert and Marshall Islands January-July 1944 including bombardment of Kusaie Island 1 June; escorted support shipping to the Marianas August-October; further Gilbert/Marshall duties November-March 1945; guarded a logistics support group supplying fast carrier task forces in the western Pacific April-June; arrived San Francisco 15 July 1945 for overhaul; decommissioned 19 December 1945; struck from the Navy list 8 January 1946; delivered 8 May 1947 to National Metal and Steel Corp., Terminal Island, Calif., and scrapped in 1948. Four battle stars for World War II service.

Puget Sound Navy Yard construction trades 1942-43; wartime crew (DANFS complement 156)
    Limitations
DANFS documents service history and specifications, not materials or asbestos content. Decommissioning date conflicts with NavSource (31 October 1945) and secondary compilations (12 December 1945) - carried in gaps. Complement of 156 conflicts with class/secondary figure of 15 officers + 183 enlisted - carried in gaps. Mirror transcription cited because the live NHHC page returns 404.

    Finding type
    asbestos_application
    Finding
Era/yard inference: an Evarts-class destroyer escort built 1942-43 would have carried era-standard asbestos applications appropriate to a diesel-electric ship - exhaust insulation, gaskets and packing, electrical insulation, brake linings, and deck coverings - but no boilers or steam lagging; builder Puget Sound Navy Yard is documented in the Atlas dataset as a tier-1 asbestos yard (peer-reviewed 1962-72 industrial-hygiene reporting of amosite and chrysotile exposure during ship work; EPA Superfund listing noting asbestos among site contaminants).

Puget Sound Navy Yard construction trades 1942-43; crew 1943-45
    Limitations
Class/era and builder-yard inference only - NOT a hull-specific finding. The diesel-electric plant means the largest asbestos categories of steam ships (boiler and steam-line insulation) do not apply. The documented PSNY studies post-date this hull's construction by roughly two decades and evidence the yard's environment, not this hull's outfit. Does not quantify material or establish any individual's exposure.

    Finding
GAO documented the Navy's extensive shipboard asbestos insulation use with substitution not beginning until the early 1970s - this hull (built 1942-43, struck 1946, scrapped 1948) falls inside the documented asbestos-use era.

The official 1945 BuShips Ships' Data volume carries the DE design sections including the GMT (Evarts) characteristics; the scan is textless and was not OCR'd for this record.

    Finding type
    litigation_documented
    Finding
No qualifying asbestos litigation naming this hull located. Exact-name sweeps for "USS Sanders" returned zero opinions and zero RECAP dockets; the service-recital phrase "aboard the Sanders" returned zero opinions. Hull-number string "DE-40" produced 459 identifier collisions (docket/rule/exhibit numbering, Puerto Rico dockets); narrowing to asbestos opinions yielded 2 hits, both non-vessel (Escobar v. Crosby, S.D. Fla. employment; In re Monarch Capital Corp., D. Mass. insurance bankruptcy). The broad "Sanders"+asbestos+navy opinion sweep returned 75 hits; sampling shows surname parties, judges, and legal-citation collisions (e.g., Krik v. Exxon Mobil, 7th Cir. 2017, matches on its citation of United States v. Sanders, 962 F.2d 660 - verified by full-text pull), not the vessel.

    Limitations
Sweep coverage: published opinions (type=o) and RECAP dockets (type=r). Undigitized state-court pleadings and settled/removed asbestos cases may name the hull without appearing in either index; the Sanders surname and DE-273/HMS Grindall naming make collision screening essential, and no qualifier was found that maps a 'Sanders' mention to this hull. Zero hits is a negative finding for the searched indexes, not proof no pleading ever named the ship.

    Finding
No qualifying ship-specific asbestos record located for DE-40: no hull ACM survey, abatement contract, scrapping-yard hazmat record, museum disclosure (none possible - scrapped 1948), or docketed asbestos case naming the vessel was found in the public sources searched (see search_ledger).

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - era-consistent materials would be expected on a 1942-43 escort, and the hull's 1948 scrapping leaves no present-day material to survey. Does not establish or defeat any claim of exposure or legal eligibility.
