Spec block: 148 t.; 110'10" length; 17' beam; 6'6" draft; 21 kts.; complement 28; armament one 40mm gun mount, two .50 cal. machine guns, two Y-gun depth-charge projectors, two depth-charge tracks; propulsion two 1,540bhp General Motors (Electro-Motive Div.) 16-184A diesel engines, two shafts. NavSource is a volunteer secondary compilation, not a primary registry - milestone dates corroborated against DANFS appendix (ev-02) and the USCG Escorts history (ev-03) agree on the four dates all three record. Contains no asbestos content. NavSource's transcription of the USCG history prints 'SC-680' where the primary text reads SC-688 (ev-03). Spec-block displacement (148 t.) conflicts with builder's-list (136 t.) and class-literature (~95-98 t.) figures - different conventions, unresolved.

Bare-bones appendix line, not a narrative DANFS entry (consistent with NavSource's 'no DANFS history' note - no full entry exists). Does not record the PC-689 commissioning designation, the April 1943 reclassification, the decommissioning (1946-01-24), or the Naval Register strike (1946-02-07) - those come from NavSource. The builder's-table line for this hull: 'SC 689 | US Navy | Sub Chaser | 136 (tons) | 110 (ft) | delivered 2-Nov-42 | Sold 1946'. Yard history: Chance Marine Construction (est. 1912, Eastport section of Annapolis) failed in the Depression and was resold to Annapolis Yacht Yard, Inc., owned by the Nelson-Reid naval architects/yacht brokers; 'Under AYY's ownership, the yard grew still further and was a major builder of sub chasers and torpedo boats'; sold to John Trumpy in 1947 after Chris Nelson's death; yard closed end of 1973. The table also lists her yard sisters - SC 688 (sold 1946), SC 690 and SC 691 (to Free French 1944 as CH-106 and CH-132), and the SC 1309-1313+ series.

The type descends from the WWI SC-1-class wooden 'Splinter Fleet'; designed for off-shore patrol and anti-submarine warfare; also used in amphibious landings; 70 converted to Beach Control Craft as Control Submarine Chasers (SCC). The index carries this hull as 'SC-689 ex-PC-689' inside a block of ex-PC-designated SC hulls (SC-673 through SC-697+ all shown ex-PC).

    Finding type

    Finding
CORRECTION of the 'PC-689' framing: NavSource's own PC index states the steel-hulled PC-461 class was built in three series - 'PC-461 to PC-496 (36), PC-542 to PC-627 (86), PC-776 to PC-826 (51), PC-1077 to PC-1265 (189)' - 362 WWII-built PCs. The number PC-689 falls in the gap between the PC-627 and PC-776 series: no PC-461-class patrol craft ever bore PC-689. Instead the PC index lists 'SC-689 ex-PC-689' among a systematic block of SC-497-class hulls that initially carried PC designations (SC-673 through at least SC-697, all shown ex-PC). Per NavSource's ship page she was commissioned under the PC-689 designation 2 November 1942 and reclassified SC-689 in April 1943 - an SC-497-class submarine-chaser hull throughout, never a PC-class vessel.

    Finding type
    asbestos_application
    Finding
A wooden-hulled diesel submarine chaser built in 1942 sits inside the Navy's documented asbestos-use era; era-standard applications aboard a patrol craft of this type and period, matching the GAO's enumerated Navy shipboard uses (ev-08), were diesel-exhaust lagging, thermal and acoustic insulation in machinery and accommodation spaces, piping-system gaskets and valve packing, deck tiling, and electrical insulation/cabling in a small confined hull volume. As a diesel-driven wooden hull she carried no steam plant - the boiler/turbine lagging pathway of steam vessels does not apply, and the material load was far below that of a steam combatant.

    Limitations
Class/era inference only - no hull-specific insulation survey, material list, or work package located for SC-689. Names era-standard applications, not confirmed installed materials. No quantity. Product names are normalized era terms; no manufacturer attribution for this hull. Wooden-hulled small craft had materially lower asbestos loadings than steel steam vessels - the inference is weaker here than for steam combatants.

    Finding type
    gov_survey
    Finding
GAO documented the Navy's asbestos use aboard ships across this hull's era: product specifications for thermal insulation were changed 'as early as 1971' toward low/no-asbestos and to asbestos-free materials 'by late 1973', the formal elimination policy issued October 1975, yet 'some ships were delivered with asbestos insulation as late as May 1978.' Beyond thermal insulation, the report lists Navy shipboard asbestos applications directly relevant to a patrol craft of this type: piping-system gaskets and packing, deck floor tiling, electric cabling and resistors in Navy electronic equipment, galley-range cabling, and equipment brakes and clutches - 'nearly impossible to build a Navy ship free of the mineral.' Fieldwork yards were Long Beach and Norfolk Naval Shipyards.

CourtListener authenticated API results (2026-10-03), all four base queries completed and classified: 'USS SC-689' opinion count=0; 'USS SC-689' docket count=0; 'SC-689' opinion count=12, ALL name collisions (Kentucky Supreme Court x8, Alabama Supreme Court, Georgia appellate decisions - 'SC-689' matches docket/citation strings, never the vessel); 'SC-689' docket count=18, ALL name collisions (federal/state bankruptcy dockets, D.D.C. matters, FEMA-trailer formaldehyde MDL - 'SC-689' matches docket-item/citation strings, never the vessel). Zero qualifying asbestos litigation; no variant queries warranted (both hull-number queries under the 20-result cap). The only 'asbestos aboard' material surfaced by secondary web sweeps is law-firm marketing content asserting asbestos across SC-497-class/ships lists without primary sourcing - excluded by source policy.

Absence of a located public record does not prove absence of asbestos aboard - it establishes only that no public record names this hull. A wooden 110-ft patrol craft had a low material load and a crew of 28, so the litigation surface is small in any event. Deck logs (RG 24), AYY work packages, and Maritime Commission disposal records are undigitized leads. Does not establish or defeat any claim of exposure or legal eligibility.
