SC-704 is documented as a wooden SC-497-class submarine chaser. The archival page gives keel laid 7 March 1942 at Elizabeth City Shipyard, Elizabeth City, North Carolina; launched 6 April 1942; commissioned as USS PC-704 on 28 September 1942 with her Coast Guard crew aboard; reclassified SC-704 in April 1943; assigned to duty in Greenland waters; transferred to the Pacific Theater in August 1944; through the Canal Zone to Pearl Harbor in early 1945; Eniwetok 31 March 1945; Leyte 22 April 1945; Zamboanga (14 May 1945); Tawi Tawi (18 July 1945); Zamboanga (12 August 1945); Samar; decommissioned 15 February 1946 at Samar and her Coast Guard crew removed; transferred to the Foreign Liquidation Commission; struck from the Naval Register 26 February 1946; transferred to the Republic of China 3 September 1947; fate unknown. Commanding officers listed (incomplete): LTJG R. S. Crampton, USCG (10 August 1944); LT Kenneth W. Ristuben, USCG. Call sign Nan-Xray-Baker-George.

    Limitations
Ship-specific historical record only; it does not document asbestos, material content, exposure, abatement, or litigation. NavSource is an archival compilation, not a current NVR record; the page's history addendum appears drawn from Coast Guard service records but the underlying document is not reproduced. The 3 September 1947 Republic of China transfer date precedes the 8 December 1947 U.S.-China transfer agreement (see ev-04); the basis for the earlier date is not stated.

The official 1945 Ships' Data Book lists SC704 built by Elizabeth City Shipyard, Elizabeth City, N.C., keel laid 7 March 1942, launched 6 April 1942, and date of first commission 28 September 1942; the propulsion table lists SC704 with G.M. 8-268A engines, 800 shaft horsepower, S.K. (Snow & Knobstedt) reduction gear, 116 tons trial displacement, and 15.6 knots trial speed.

    Limitations
Ship-specific specifications and milestones only; contains no asbestos, material-content, exposure, or litigation information. The book post-dates the April 1943 reclassification and so tabulates the hull under SC704; it does not itself record the PC-704 commissioning designation or the reclassification. NavSource's 880-bhp engine rating differs from this source's 800 shaft horsepower; both are stated, not harmonized.

The official class table for 110-foot SCs states (generic 110'SC row): 110 feet 10 inches overall, 107 feet 6 inches waterline, 17 feet extreme beam, 95 tons standard displacement, 148 tons full-load displacement, 2 propellers on diesel engines with single reduction gear, two 20-kW 120-V D.C. diesel-driven ship's service generators, 110 barrels diesel oil capacity, accommodations for 3 officers and 25 enlisted, and ultimate authorized armament of one single 40-mm A.A. mount. The table footnote reads 'All SC's are wood hulls.'

    Limitations
Class-level data, not a hull record: the generic 110'SC row describes the type and does not by itself establish any material aboard SC-704. No asbestos content is stated anywhere in the source. The wood-hull note limits but does not eliminate candidate asbestos applications (machinery/exhaust insulation, gaskets, packing, electrical) aboard the type.

This is the treaty instrument governing SC-704's transfer to the Republic of China.

GAO's Navy program review describes asbestos applications aboard Navy ships at the program level - thermal insulation for machinery, equipment, and piping as the major application, plus piping-system gaskets and packing, electrical components, deck tile, and equipment brakes - and reviews asbestos-removal policy at Long Beach and Norfolk Naval Shipyards. SC-704's 1942 construction and 1942-46 Navy service fall within the historical Navy shipbuilding period this program context addresses.

    Finding
No ship-specific asbestos survey, abatement contract, hazmat disclosure, material specification, or qualifying asbestos litigation record naming USS SC-704 or PC-704 was located in the sources reviewed. CourtListener exact-phrase opinion searches returned six hits for 'SC-704' - all name collisions on court docket numbers and reporter citations, none vessel-related or asbestos - and zero hits for 'PC-704'. RECAP docket searches for both designations were invoked through the authenticated helper but the fleet-wide limiter reported its paced request budget temporarily spent before usable result payloads could be obtained; docket status is blocked, not a negative result. No asbestos-qualified variants were run because base-query overflow was not established.

Absence of a located public record does not prove absence of asbestos aboard or absence of litigation. The CourtListener helper was the only litigation access path used; no anonymous, raw, or v3 API request was made. Docket-index status remains an open access gap pending a later retry.
