Volunteer-maintained secondary archive transcribing official records - consistent with DANFS on all overlapping dates, but not itself an official record. Philippine-era detail (1977 decommission, parts-hulk use) rests on secondary references; final disposition unverified. No asbestos information.

Builder context: the Winslow yard at Eagle Harbor, Bainbridge Island - founded as Hall Brothers Marine Railway & Shipbuilding Co. (yard relocated there 1903), renamed Winslow Marine Railway & Shipbuilding Co. in 1916 - expanded from roughly 300 prewar employees to about 2,300 workers by January 1943 and launched 17 Navy minesweepers between June 1942 and October 1944, Shelter among them. The yard was sold in 1948 as Commercial Ship Repair of Winslow and closed in 1959.

    Limitations
Yard-level history establishes the construction environment and workforce scale for this hull's builder; says nothing about materials or insulation practices aboard this specific vessel. Construction-contract specifications for hull AM-301 not located. Winslow Marine Railway & Shipbuilding is not an Atlas shipyards.json entry.

    asbestos_application
    Finding
Specification-era anchor: in Savoie v. Huntington Ingalls, Inc., 817 F.3d 457 (5th Cir. 2016), the Fifth Circuit recorded that 'the specifications for these Navy and Coast Guard vessels required asbestos insulation through at least 1968.' The finding brackets both of this hull's documented construction windows - original build at a Navy-contracted commercial yard (1943-44) and conversion at Philadelphia Naval Shipyard (1963-64) - within the period when Navy specifications required asbestos insulation.

WWII-era Navy construction trades and crews (class context)
    Limitations
The specification finding was made in litigation over Avondale Shipyard-built Navy and Coast Guard vessels (1952-1976 contracts); it is used here strictly as era/specification-level context and does not establish that asbestos was present aboard this hull, in what quantity, or in what locations. No Admirable-class construction manual or hull contract specification was located.

    Finding
Documented yard period: the hull commenced conversion to a patrol and escort craft at Philadelphia Naval Shipyard on 1963-07-15, was struck 1963-08-01 during that availability, and was transferred on loan to South Vietnam on 1964-01-24 - the hull's only documented post-construction overhaul, performed at a Navy yard inside the heavy-asbestos era.

Philadelphia Naval Shipyard workers (1963-64 conversion)
    Limitations
The conversion event and yard are documented; the asbestos scope of that work - what insulation was removed, installed, or disturbed - is not public and is inference only. DANFS does not state the conversion's material content. Does not establish exposure for any individual.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat or disposal disclosure, and no docketed case naming USS Shelter (AM-301/MSF-301) or her foreign-service identities was found in the public sources searched (see search_ledger). The authenticated CourtListener API was rate-limited at batch time (2,800/day exhausted, ~10-hour reset), so the direct docket-level check remains incomplete; an open-web case-law sweep found no opinion naming the hull - 'Shelter' is a high-collision name and every candidate resolved to unrelated Avondale-yard or generic asbestos litigation. The hull does appear in law-firm marketing minesweeper lists; those are excluded non-qualifying sources, not evidence.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - WWII Navy construction under asbestos-mandating specifications makes era-typical materials plausible. The litigation screen is incomplete pending a CourtListener retry; docket-level or RECAP filings naming the hull may exist that were not reachable at batch time. Does not establish or defeat any claim of exposure or legal eligibility.

    Finding
Archival leads (not retrieved - no spend authorized): (a) NARA RG 24, 'Logbooks of U.S. Navy Ships and Stations' (series NAID 594258) holds Navy deck logs covering this hull's 1944-46 commission; hull-level file units could not be resolved via automated fetch of the JS-rendered NextGen catalog. (b) Philadelphia Naval Shipyard work packages for the 1963-64 conversion are the strongest lead for yard-scope documentation of what was removed or installed. (c) NARA still-photo K-109092 documents this hull (referenced by NavSource).
