- NavSource/NHHC-photo-archive record for this hull: Clemson class as built; 'Machinery, 26,500 SHP; Geared Turbines, 2 screws; Speed, 35 Knots; Crew 114'; 'Built by Bethlehem Steel, San Francisco, CA (YN 237)'; laid down 18 January 1919; launched 14 May 1919; commissioned 30 December 1920; decommissioned 2 June 1930; stricken 28 January 1935; 'Sunk as target off San Diego 26 June 1935'. Photo captions from NHHC/NARA collections document: destroyers nested at San Diego circa 1920s (NH 69509: Shirk, Kidder, La Vallette, Sloat, Yarborough, Wood); Cuyama (AO-3) with twelve destroyers alongside early 1920s (NH 77258); aerial view of six destroyers in Mare Island dry dock #2, 13-25 August 1922, in hull-number order Yarborough through Kidder with Sloat third; Sloat in drydock probably at Mare Island, 1920s (three detail views incl. rudder/port shaft/screw); Sloat off Culebra, Puerto Rico mid-February 1924; Sloat underway during the Presidential naval review, Hampton Roads, 4 June 1927 (NARA identifier 512913). CO list: six commanding officers, LCDR John Roy Palmer (30 Dec 1920) through LCDR Morton Lyndholm Deyo (7 Jun 1929 - 2 Jun 1930).

- Limitations
- NavSource is a volunteer-run archive hosting official NHHC/NARA photographs - the images and captions are primary; header spec lines are compilations (its 'Crew 114' and '35 Knots' conflict with the DANFS spec block's 122 and 32.7 k; its 'Bethlehem Steel' shorthand vs DANFS 'Bethlehem Shipbuilding Corp.'). The Feb 1924 Culebra caption sits oddly against DANFS's 1923-24 Mare Island repair window - flagged in gaps. Machinery detail omits boiler count. No asbestos or materials content.

[4]DANFS specifications block, Sloat I (Destroyer No. 316): 'cl. Clemson' - correcting the batch-metadata label 'Hopkins' [nhhc_danfs]
- Locator
- DANFS specifications block ('cl. Clemson'); NavSource header line
- Finding type
- vessel_history
- Finding
- Class correction for this record: the authoritative DANFS specifications block identifies DD-316 as 'cl. Clemson' - a Clemson-class flush-deck destroyer. The intake metadata label 'Hopkins' is not correct for this hull and is not adopted. Clemson identification is independently consistent with the NavSource archive header ('CLASS - CLEMSON As Built') and every located service-history source.

[5]DANFS specifications block (Clemson class; 32.7 k) + NavSource machinery line (26,500 SHP geared turbines, 2 screws) + Atlas shipyard dataset records 'bethlehem-shipbuilding' (corporate asbestos product list) and 'mare-island-naval-shipyard' (yard-level documented products incl. - Locator
- DANFS specifications block; NavSource machinery line; shipyards.json records 'bethlehem-shipbuilding' and 'mare-island-naval-shipyard'
- Finding type
- asbestos_application
- Finding
- Era/yard inference: a Clemson-class flush-decker completed 1919-20 at Bethlehem's Union Iron Works (San Francisco) with a four-boiler, geared-turbine steam plant (26,500 shp per NavSource machinery line) would have carried period-standard asbestos thermal insulation - magnesia block/lagging (period 85% magnesia was typically asbestos-felted), boiler and steam-line insulation, gaskets, packing, and related products. The Atlas dataset's 'bethlehem-shipbuilding' record carries a corporate-level asbestos product list but its itemized evidence ties to other Bethlehem yards (Baltimore/Sparrows Point cohort, EPA Sparrows Point record, Selikoff multi-yard survey) - not to Union Iron Works specifically. The 'mare-island-naval-shipyard' record (tier 2) documents asbestos products at the yard where DANFS places this hull for repeated repair/overhaul availabilities (1923-24, 1926, 1926-27, 1928, 1929) plus a photographed Aug 1922 drydocking.

- Finding type
- regulatory
- Finding
- This hull's wreck is a 'United States sunken military craft' as defined in 32 CFR 767.3 - a vessel owned or operated by the United States on military noncommercial service when it sank. Sloat was still Navy property (stricken but not disposed) when expended as a target in a Navy exercise off San Diego on 26 June 1935. NHHC is the DON steward and permitting authority for such craft. Regulatory consequence: the hull will not be salvaged or surveyed for hazardous materials; no post-loss shipboard-materials documentation can arise. Unlike a war-loss wreck, this expended target hulk carries no personnel remains.

- Finding type
- litigation_documented
- Finding
- No qualifying asbestos litigation attributable to this hull was located. Opinion search '"USS Sloat"' returned zero hits. '"Sloat" asbestos' returned two opinions, both name collisions on the token 'Sloat': Union Carbide Corp. v. Affiliated FM Insurance Co., 16 N.Y.3d 419 (2011) - an asbestos INSURANCE-coverage appeal in which 'Sloat' is attorney John Sloat of Proskauer Rose LLP, of counsel for appellant, not a vessel; and Prescott v. United States, 523 F. Supp. 918 (D. Nev. 1981) - an FTCA radiation-exposure suit by a Nevada Test Site worker (REECo employee; multiple myeloma), containing no naval-vessel reference. Hull-number opinion search '"DD-316"' returned one hit, In re Estate of Braun, 4 Fla. Supp. 2d 28 (Fla. Cir. Ct. 1983) - a probate opinion in which the token is docket/form noise, not a vessel. Docket-index search '"USS Sloat"' returned zero hits; '"DD-316"' returned five unrelated civil dockets (three civil-rights, one patent, one prisoner) where the token is OCR/form-field noise on scanned filings - none asbestos, none naval.

- Limitations
- Coverage limited to CourtListener's opinion and RECAP-docket indexes; state-court filings and non-digitized records are not captured. A hull decommissioned in 1930 and expended in 1935 has a compressed litigation window anyway (crew served 1920-30; asbestos claims surfaced decades later against product manufacturers and would not necessarily name the vessel). Namesake DE-245 (in commission 1943-47) would absorb any post-1930 'USS Sloat' naming; no such naming was located either. Absence of a docketed naming is recorded as a negative finding, not proof no claim ever existed.

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, museum hazmat disclosure, NPS/HAER documentation, or docketed case naming DD-316 was found in the public sources searched (see search_ledger). The hull was expended as an unmanned target in 1935, leaving no extant hull to survey and predating the asbestos-litigation era.
