    Finding
Official DANFS identifies USS Stanly (DD-478): laid down 15 September 1941 at Charleston Navy Yard, Charleston, South Carolina; launched 2 May 1942; commissioned 15 October 1942. It records a Bethlehem Steel Co. San Francisco overhaul beginning 17 August 1944, assignment to the Pacific Reserve Fleet on 22 September 1945, decommissioning in October 1946, transfer to Long Beach in January 1947, striking on 1 December 1970, and sale for scrapping in February 1972. DANFS gives a complement of 329 and nine World War II battle stars plus a Presidential Unit Citation.

    Limitations
This history establishes identity, dates, yard periods, and disposition; it contains no asbestos, insulation, product, survey, abatement, exposure, or causation finding. Yard periods do not establish asbestos work or asbestos aboard the hull.

    Finding
National Archives' finding aid for RG 181, Naval Districts and Shore Establishments, Sixth Naval District at Charleston ship-commissioning files, indexes destroyer DD-478 with a 2 May 1942 entry as 'USS STANLEY.' The official NHHC DANFS spelling for DD-478 is Stanly. The NARA index spelling is retained as an archival-search variant, not adopted as the vessel name.

    Charleston Navy Yard construction/commissioning records
    Limitations
This is a finding aid, not the underlying commissioning file, and its vessel-name spelling conflicts with official DANFS. It identifies an archival lead only; it contains no asbestos or exposure finding.

  4. [4]CourtListener API v4 authenticated-search helper, /Users/charlesfletcher/devin-prompts/cl-auth-search.py, pacing-limiter diagnostic (2026-09-27). [court_record]
    Locator
Helper diagnostic: 'COURTLISTENER PACING: the fleet-wide request budget is momentarily spent'; no response payload returned
    Finding type
    litigation_documented
    Finding
Required authenticated CourtListener litigation sweep could not be completed. The helper was invoked for the exact-name opinion search, "USS Stanly" (type=o), but the fleet-wide pacing limiter reported that its request budget was momentarily spent before the request was issued. The planned exact-name docket and hull-number (DD-478) opinion/docket searches were not issued after that throttle guidance. No CourtListener result is claimed or inferred.

    Limitations
This is a search-gap record, not a no-result finding. It establishes neither litigation nor the absence of litigation, asbestos aboard the hull, exposure, causation, products, or legal eligibility. A future authenticated sweep must query exact name and hull number across opinions and dockets.

    Finding type
    historical_record
    Finding
No ship-specific asbestos documentation was located in the public authoritative sources searched: NHHC DANFS history, NHHC collection search, National Archives RG 181 finding aid, and federal EPA/OSHA web searches. No public asbestos survey, abatement contract, environmental record, or regulatory record for this hull was located in those searches.

    Limitations
A negative result from the listed public searches does not prove absence of asbestos or exposure aboard the hull. The CourtListener sweep was not completed because the authenticated helper's fleet pacing limiter refused the request; this row is not a litigation no-result.
