DANFS (NHHC): Talladega (APA-208), Haskell-class attack transport, MC type VC2-S-AP5 (MCV hull 556); laid down 1944-06-03 at Richmond, Calif. by Permanente Metals Corp.; launched 1944-08-17; commissioned 1944-10-31 (Capt. Edward H. McMenemy). WWII: Iwo Jima D-Day landings (TG 56.2, arrived 1945-02-19, six days embarking casualties) and Okinawa reserve lift (arrived 1945-04-09); occupation lifts to Yokohama and Kure; four 'Magic Carpet' veteran-return voyages. Out of commission in reserve 1946-12-27. Recommissioned at Hunters Point, Calif., 1951-12-08; Korea war-zone service 1952-12 through 1953; seven WestPac deployments through the 1960s; Vietnam operations 1965 (Qui Nhon landing, Operation Starlight 1965-08-15/25, first two Navy-Marine raids) and 1967 (Operation Hand Clasp, Vung Tau/Saigon). Caretaker status 18 months; decommissioned per DANFS July 1969; redesignated LPA-208 January 1969; temporary MARAD custody 1969-10-20 (Olympia, Wash.); permanent custody 1971-09-01; moved to Suisun Bay 1972; sold/scrapped 1982. Battle stars: 2 WWII, 2 Korea, 3 Vietnam.

    Limitations
Service history and ship identity only; DANFS contains no asbestos, insulation-material, or survey statement. Live NHHC URL returned 404 on 2026-09-25 (standing NHHC link rot); content verified via Wayback capture 2025-02-02 and corroborated against the hazegray DANFS mirror (which carries OCR typos: 'MCV hull 666' and wrong-year strings in the Korea/Vietnam paragraphs - corrected online text controls). Internal DANFS discrepancy: 'decommissioned in July 1969' vs NavSource's 1969-10-15 - both carried, logged in gaps.

Primary custody/disposal record; contains no asbestos, hazardous-material, or condition statement for this hull. Minor internal date divergences from DANFS (permanent title transfer 1973-07-01 vs DANFS custody 1971-09-01; Suisun entry 1972-06-08 vs DANFS 'July 1972') logged in gaps. Enterprises and Investment Inc. (California corp.) with right to resell to shipbreakers in Taiwan for scrapping within 24 months; State Dept export license No. 177180 issued 1982-09-21; released to Keystone 1982-09-30; departed Suisun Bay 1982-10-01.

    Foreign shipbreakers (Taiwan, 1982-84)
    Limitations
Primary disposal document; contains no asbestos or hazardous-material statement - 1982 foreign-scrapping sales did not require the hazmat disclosures later imposed on domestic scrapping. Establishes overseas (Taiwan) dismantling pathway; scrapping-yard asbestos conditions not documented. NavSource's compression of this to 'sold by MARAD to C.W. Enterprise' omits the Keystone trade-in structure - this card controls.

Era/design inference: the VC2-S-AP5 (Victory-derived) attack-transport plant - 2 Babcock & Wilcox superheated boilers (465 psi/750F) feeding a single Westinghouse geared turbine, 8,500 shp - was built and operated at the peak of naval asbestos use. Era-typical asbestos applications for the type: boiler/fireroom insulation, steam-line and turbine lagging, valve and flange gaskets, machinery packing, accommodation insulation; troop-transport fit-out added interior joiner/insulation scope. Her 1951 Hunters Point recommissioning, ~18-month caretaker/inactivation period, 13-year reserve-fleet lay-up, and 1982 overseas scrapping are the documented lifecycle phases where disturbance would occur.

    Limitations
Class/era inference only - BuShips data names the design, not this hull; no material schedule, survey, or work package for APA-208 located. Does not establish that asbestos was installed, in what quantity, or that any individual was exposed. Present-day presence moot (scrapped 1982-84).

CourtListener sweep (authenticated API v4, 2026-09-25): no qualifying asbestos litigation naming this hull located. 'Talladega' AND asbestos in opinions: 19 hits, all name collisions (Alabama venue/county references - e.g., Avondale Mills Sylacauga/Talladega-County asbestos litigation, Kimberly-Clark Alabama workers' comp; none mention the vessel). 'USS Talladega' opinions: 1 hit - United States v. Gandy, 9 C.M.A. 355 (1958) (Court of Military Appeals: seaman UA from USS Talladega at Long Beach 1956-10-08; military justice, not an exposure case). 'APA-208' opinions: 2 hits - Gandy plus Kan-Di-Ki LLC v. Suer (Del. Ch. 2015; code/identifier collision, not the ship). 'USS Talladega' RECAP dockets: 1 hit - United States v. QTC Medical Services, C.D. Cal. 2:14-cv-08961 (False Claims Act; vessel name appears incidentally in a 332-page amended complaint; not asbestos litigation). 'APA-208' RECAP docket sweep not completed before reporting (fleet pacing limit) - logged as gap.

RECAP-indexed text only; asbestos complaints filed without hull numbers in indexed text would not surface. 'Talladega' is a high-collision name (Alabama county, city, speedway) - county-venue asbestos cases dominate name searches and under-cover no ship references. MDL-875 dockets may name the vessel only in unscanned complaint exhibits.

    Finding
DOT Office of Inspector General audit of MARAD's obsolete-vessel scrapping program: the NDRF disposal fleet (James River, Beaumont, Suisun Bay) 'contain[s] hazardous substances such as asbestos and solid and liquid polychlorinated biphenyls (PCBs)'; routine inspection of 11 of the 40 'worst condition' vessels found 'asbestos hanging from pipes below deck'; Suisun Bay held 41 disposal vessels at report date. Talladega was herself a deteriorating Suisun Bay NDRF vessel 1972-1982 and departed under a foreign-scrapping sale - the program pathway this audit describes.

    Finding
GAO documented Navy asbestos policy during the ship's second commission: 1975 standing policy removed asbestos insulation only when damaged or when required for repairs; modified 1979 to selective replacement in high-maintenance areas - meaning original-era insulation aboard active ships typically remained in place for decades absent yard disturbance.

Program-level documentation, not ship-specific; policy window (1975-79) postdates Talladega's decommissioning - she left naval custody October 1969. Relevant to the era in which her peers remained active, and to interpreting her own undocumented in-service material state.

Archival lead (unretrieved): NARA holds USS Talladega (APA-208) deck logs for 1944-1969 within RG 24 'Logbooks of U.S. Navy Ships and Stations, 1941-1983' (digitized on Fold3); Hunters Point Naval Shipyard reactivation-era work records (RG 181) and MARAD/USMC construction and survey files for MC hull 556 (RG 178/RG 235) are additional unretrieved leads. Any ship-specific asbestos statement, if it exists, most plausibly sits in the 1951 reactivation availability records or the 1967-69 inactivation file.
