DANFS 'Tutuila II (ARG-4)' entry establishes the authoritative chronology: EC2-S-C1 hull laid down 11 Aug 1943 at Baltimore under Maritime Commission contract as Arthur P. Gorman; renamed Tutuila and designated ARG-4 on 8 Sep 1943; launched 12 Sep 1943; transferred to the Navy at 80-percent completion 18 Sep 1943 for conversion to an internal combustion engine repair ship by Maryland Drydock Co.; commissioned 8 Apr 1944. Shakedown Hampton Roads 20 Apr-24 May 1944; Pacific transit via Panama, San Diego, Pearl Harbor to Eniwetok (arrived 8 Jul 1944); Service Squadron 10 at Purvis Bay from early Aug 1944; operated from Manus, Ulithi, and Leyte (arrived 24 May 1945, repair services through end of hostilities); postwar occupation support at Buckner Bay Okinawa, Jinsen Korea, Taku and Shanghai China; decommissioned Galveston 7 Dec 1946; reserve at Orange TX; recommissioned 7 May 1951; Atlantic/Caribbean service through 1965; Vietnam service from Jul 1966 at An Thoi and Vung Tau supporting Market Time, the Mobile Riverine Force, Seafloat/Sealords operations; departed Vietnam 1 Jan 1972; decommissioned and stricken at Kaohsiung 21 Feb 1972 and transferred to Republic of China Navy as Pien Tai (ARG-516); DANFS reports ROC supply-ship service 'into 1979'. Specs: 14,350 tons, 441'6" x 56'11" x 23', 12.6 knots, complement 528; awards: seven battle stars, three Navy Unit Commendations, two Meritorious Unit Commendations for Vietnam service.

OPNAV Report 5750-1 command histories for 1968, 1969, and 1970 document the industrial workload and yard periods: 1968 - Vung Tau and An Thoi stations, 3,675 job orders / 121,466.8 man-hours of repair work in the first nine months, Yokosuka shipyard overhaul from 6 Dec 1968; 1969 - completion of the Yokosuka overhaul and 'face lifting' (CPO Mess, Wardroom, and First Class Mess completely renovated, paneled, and outfitted with new carpeting and new tiles; mast sandblasted and painted; main engine, auxiliary pumps, and all three main generators overhauled - the history calls her 'a virtually new ship'), 207,333 man-hours expended, 36 Vietnamese trainees trained in diesel-engine overhaul; 1970 - six-week Yokosuka restricted availability (main-engine overhaul, overhaul of the three 350-kW ship's-service generators and engines, main-switchboard overhaul, relocation of three 50-kVA lighting transformers, 20-to-30-ton boom conversion, two 60-kW generators overhauled and two obsolete prime movers replaced with 6-71 engines, emergency fire-pump engine replaced, 100-kW generator overhauled, two obsolete main reefer compressors replaced, three evaporators overhauled including motors, pumps, and controllers), 337,227 man-hours for the year including the USCGC Taney (WHEC-37) 3,500-lb propeller/tail-shaft repair normally requiring drydocking.

Era-level inference only: peer-reviewed scholarship documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII - the era and program under which this EC2-S-C1 hull was built (1943) and converted (1943-44). Repair-ship conversion added shop machinery and piping runs; period steam systems (boilers, steam lines, valves) commonly received asbestos-containing insulation, lagging, gaskets, and packing.

Design-level inference only: the U.S. Maritime Commission operating manual for the EC2-S-C1 2,500-hp triple-expansion marine steam engine describes cylinder insulation of magnesia under sheet-iron lagging - the same machinery family retained aboard this hull (ev-05 confirms the triple-expansion plant in service through 1972). Finding
Correction of a source conflict on the Maritime Commission hull number: the Bethlehem-Fairfield yard table lists yard hull 2227 = 'Arthur P. Gorman' = MC hull 1779, 'To USN as Tutuila (ARG-4)' - matching NavSource's MC 1779 and correcting DANFS's printed 'MC hull 1179' (digit transposition). Separately, Wikipedia's infobox values 'MCE hull 983 / yard hull 2133' belong to sister ship Mindanao (ARG-3) at yard hull 2133 - excluded as wrong-hull data.

Qualifying asbestos litigation - trial finding upheld through appeal: John Crane, Inc. v. Hardick, Record No. 101909 (Va. Mar. 2, 2012; on rehearing Sept. 14, 2012). Robert Eugene Hardick (USN 1957-1976) served 1958-1962 as a shipfitter aboard USS Newport News, USS Tutuila, and USS Wrangell; aboard Tutuila - stationed at Norfolk and 'usually stayed tied up at Pier 2' - he repaired and replaced valves and gaskets that, per the opinion's recitation of trial evidence, contained asbestos. Supervisor James Croom Jr. testified Hardick regularly used both John Crane Inc. and Garlock gaskets and packing materials while working aboard Tutuila, in territorial waters. Diagnosed with mesothelioma Feb 2007; died Mar 2009; his wife revived the action as wrongful death against JCI (sole remaining defendant after settlements). Newport News jury returned a $5,977,482 verdict apportioning fault 50% JCI / 50% Garlock; judgment against JCI $2,988,741. The Virginia Supreme Court affirmed in part and reversed in part: it held Hardick a seaman and vacated the nonpecuniary awards on maritime-law grounds (Miles/Yamaha), but did not disturb the exposure or product-identification evidence - JCI's gasket-evidence objection was held waived under Rule 5:27 and the exclusion of its expert was affirmed. On rehearing (Sept. 14, 2012) the court reinstated the $2,000,000 pre-death pain-and-suffering award; only the widow's $1,150,000 loss-of-society award remained vacated.

    Limitations
Adjudicated trial finding: a jury returned a plaintiff's verdict on cumulative asbestos exposure including service aboard this hull, and the appellate record left the exposure and product-identification evidence intact (reversals confined to damages law). Limitations: the verdict does not isolate Tutuila - exposure was 'cumulative' across ~9 vessels over 20 years, and the ship-specific weight within the indivisible-injury verdict is not quantifiable; no per-ship exposure or dose finding was made. The asbestos content of the worked valves/gaskets appears as recited trial evidence in the opinion. Does not document installed materials, quantities, or exposures for any other person.

    Finding
Product identification aboard this hull by sworn trial testimony: Hardick's supervisor James Croom Jr. testified that Hardick 'regularly used both JCI and Garlock gaskets and packing materials while working on the USS Tutuila'; asked whether Hardick was exposed to other manufacturers' gaskets, Croom answered 'I'm sure there w[ere] a lot of others' but could not name them. Hardick testified he worked with JCI and Garlock gaskets and could not distinguish unmarked JCI packing from Garlock packing ('[t]hey looked identical').

Brand attribution rests on supervisor and decedent testimony, not procurement records or product surveys - the trial court itself characterized competing 'qualified products list' evidence as speculation. Testimony establishes regular use of JCI/Garlock gaskets and packing aboard during 1958-1962 while acknowledging additional unidentified manufacturers; it does not establish brands, quantities, or asbestos content of every gasket aboard, and Garlock was not an adjudicated defendant (fault apportioned to it by instruction after settlements).
