Named for Major Levi Twiggs, USMC (1793-1847), killed at Chapultepec 13 September 1847. Laid down 20 January 1943 at Charleston, S.C., by the Charleston Navy Yard; launched 7 April 1943, sponsored by Mrs. Roland S. Morris; commissioned 4 November 1943, Comdr. John B. Fellows, Jr., in command. Shakedown to Bermuda December 1943; Norfolk training ship to 12 May 1944; departed Hampton Roads with Franklin (CV-13), Cushing (DD-797), and Richard P. Leary (DD-664) via Panama Canal and San Diego to Pearl Harbor (arrived 6 June 1944). Eniwetok operations July; DesRon 49 screening TG 79.2 for Leyte - off Leyte 20 October 1944, rescued a downed Petrof Bay (CVE-80) flier, departed 25 October; Palau convoy escort with Haraden (DD-585) and Halligan (DD-584); Mindoro operation December - aided kamikaze-damaged Haraden 13 December. Luzon invasion: sortied Kossol Roads 1 January 1945, rescued 211 survivors of Ommaney Bay (CVE-79) 4 January, supported Lingayen off Cape Bolinao; Ulithi 26 January. Iwo Jima: sortied 10 February, fire support for UDT pre-assault operations from 16 February, kamikaze crossed her fantail without exploding 17 February; retired 10 March. Okinawa: arrived 26 March for preinvasion bombardment; 28 April kamikaze splashed close aboard on radar picket - bomb blast blew in hull plating between main and first platform deck, dished underwater body, bent starboard propeller; repaired by Nestor (ARB-6), returned to duty 17 May. 16 June 1945, radar picket off Senaga Shima: at 2030 a low-flying plane's torpedo hit the port side and exploded the number 2 magazine; the plane circled and completed a kamikaze crash; enveloped in flame she sank within the hour - 188 survivors rescued, 162 dead and missing including CO Comdr. George Phillip. Struck from the Navy list 11 July 1945; hulk donated to the government of the Ryukyu Islands (DANFS reads 1967). Four battle stars.

Charleston Navy Yard construction trades 1943; ship's company (design complement 273; ~314-350 aboard at loss per variant counts); rescue forces
    Limitations
DANFS documents identity, construction, service history, loss, striking, and awards; it contains no asbestos, insulation, or materials information and supports no asbestos claim. Mirror transcription cited because the live NHHC page returns HTTP 404 (standing link-rot per Batch-01). DANFS carries internal errors logged in gaps: '1 January 1944' for the January 1945 Luzon sortie; 'Haraden (DD-685)' for DD-585; 'Richard P. Lear' for Richard P. Leary (DD-664); 'Manganin Bay' for Mangarin Bay; 'Task Group 61' vs. TG 51.x in derivative compilations; Okinawa arrival 26 March vs. 25 March (TF 54) in secondary compilations.

DPAA assigns 'CAROLINE ISLANDS' as the geographic loss region - an accounting-area label, not the loss position (Senaga Shima, Okinawa per CNO). Finding
Era/yard inference: this hull is a WWII Fletcher-class destroyer built in 1943 at the Charleston Navy Yard carrying the class-standard steam plant (4 Babcock & Wilcox boilers, 2 geared steam-turbine sets, 60,000 shp, 2 shafts per the class profile's BuShips Ships' Data 1945 and navypedia verification). Steam destroyers of this configuration and era carried period-standard asbestos boiler and steam-line insulation, turbine lagging, valve/flange gaskets, machinery packing, fireproofing, and deck coverings. The builder yard is documented at yard level in the Atlas shipyards dataset (charleston-naval-shipyard, evidence tier 2): documented products include magnesia pipe insulation, pipe insulation of 5-50% asbestos content, boiler external coatings with 15% asbestos, spray-on insulation for ship interiors, asbestos gaskets in pumps and valves, and packing for rotating equipment; OSHA inspection 100361849 (1988) cites the yard under the asbestos standard 29 CFR 1910.1001 - yard-level evidence, not a hull finding.

    Limitations
Class/era and builder-yard inference only - NOT a hull-specific finding. No BuShips material schedule, insulation specification, or hull-level survey naming DD-591 was located (NARA RG 19 retrieval not performed). The yard OSHA record postdates this hull's 1943 construction by 45 years and documents late-20th-century yard conditions, not wartime shipbuilding content. The April-May 1945 forward-area repair of this hull by Nestor (ARB-6) is documented as an event (ev-01); any insulation disturbance in that repair is inference, not documented. Does not quantify material or establish any individual's exposure.

    Finding
GAO documented that the Navy used asbestos insulation extensively aboard ships and did not begin substituting alternative insulation materials until the early 1970s - placing this hull's construction (1943) and its entire commissioned service (November 1943-June 1945) inside the documented asbestos-use era. The hull was lost decades before the substitution era began, so any period-installed asbestos-containing material remained aboard at loss.

Sweep is partial: opinion coverage verified clean; docket coverage incomplete at commit - absence of hits in the queried indexes is not proof that no case naming the hull exists. 'Twiggs' is a moderate-collision name (Twiggs County, Ga.; common surname) - any future hits require role review; per batch discipline a pleading-stage reference would classify as allegation, not adjudicated exposure.

No qualifying ship-specific asbestos record located for DD-591: no hull ACM survey, no abatement record, no materials inventory, and no asbestos case naming this hull in the completed CourtListener indexes. The configuration of the loss record limits what could exist: the hull was a total loss on 16 June 1945 - there was no postwar disposal, mothballing, overhaul, museum, or domestic scrapping phase under which asbestos documentation would typically be generated; the hulk passed to the Ryukyu Islands government (1957 per secondary compilations, 1967 per DANFS) and any scrapping occurred outside U.S. documentation channels.

Absence of a located public record does not prove absence of asbestos aboard - a 1943 Navy-yard-built steam destroyer is era-consistent with asbestos-containing insulation, lagging, gaskets, packing, and fireproofing (ev-06, ev-07), and whatever material remained went down or to scrap undocumented. This row records that no ship-specific documentation was located; it does not establish presence or absence, exposure, or legal eligibility.
