WWII crew (complement 246 per DANFS); PT-boat crews serviced alongside
    Limitations
Contains no asbestos statement of any kind - establishes construction, service, and transfer facts only. DANFS dates the AGP-8 redesignation '2 February' (1943); NavSource and Naval Cover Museum give 11 May 1943 - conflict logged in gaps. Mare Island upkeep is documented; Boston is named as the inactivation reporting point (the specific yard facility is not named in the entry).

    Finding
USCG Historian's Office file documents this hull's Coast Guard career: converted for ocean-station duty (balloon shelter aft, oceanographic-equipment spaces, hydrographic and oceanographic winches); commissioned USCGC McCulloch 25 Nov 1946; Boston homeport 1946-1966, Wilmington NC 1966-1972; ocean station, law-enforcement, and SAR duty averaging 21 days/month at sea; Jan 1959 deck-cracking casualty on Ocean Station Bravo; 1966 Unit Commendation for Cuban-exodus operations (280 refugees rescued); reclassified WHEC-386 1 May 1966; decommissioned and transferred to South Vietnam 21 Jun 1972 as Ngo Quyen (HQ-17); May 1975 USCG inspection of ex-WHECs including this hull found 'filthy, deplorable condition'; Philippine Navy service as Gregorio del Pilar, commissioned 7 Feb 1977, decommissioned April 1990 ('[and scrapped?]' - the source itself marks scrapping as uncertain). 1966 particulars: Fairbanks-Morse direct-reversing diesels, 6,400 bhp; 2,470.3 tons full load; complement 10 officers, 3 warrants, 138 men.

USCG crew (151 per 1966 characteristics card); conversion/yard workers undocumented
    Limitations
Contains no asbestos statement of any kind - establishes propulsion type (diesel, not steam), conversion/refit events, and disposition only. The ocean-station conversion yard is not named. Philippine-era dates conflict with NavSource (see gaps); the source's own bracketed '[and scrapped?]' marks final disposition as uncertain.

  4. [4]Class/era construction context: Barnegat-class small seaplane tender hull completed as Oyster Bay-class motor torpedo boat tender (1943-44, Lake Washington Shipyards); documented propulsion is Fairbanks-Morse diesel (USCG characteristics card), i.e., no boilers or steam piping [other_primary]

    Finding type
    asbestos_application
    Finding
WWII-era Navy construction practice used asbestos-containing insulation, gaskets, packing, deck coverings, and fireproofing across ship types. For a diesel-powered auxiliary hull, the era-typical asbestos applications are diesel exhaust lagging, machinery gaskets and packing, deck coverings, bulkhead and accommodation insulation, and electrical components - not boiler or steam-line insulation, which this hull did not carry.

Construction trades (Houghton, WA, 1943-44); Navy crew (1944-46); USCG crew (1946-72); conversion/refit workers (1946 and later)
    Limitations
Era/design inference only - no hull-specific insulation survey, build spec, or material list was located, and no source names asbestos aboard this vessel. Does not establish quantity, locations, present-day presence, or individual exposure. The absence of a steam plant materially narrows (does not eliminate) the era-typical asbestos envelope relative to steam-powered hulls.

    Finding
No qualifying ship-specific documentation located beyond the Thomas pleading (see ev-05): no asbestos survey, abatement contract, material declaration, hazmat disclosure, or adjudicated finding naming this hull was found in the public sources searched across any of her four service careers (USN 1944-46; USCG 1946-72; RVN 1972-75; Philippine Navy 1975-90). The Naval Vessel Register carries no entry (vessels disposed prior to 1987 are not in the register). Law-firm marketing pages listing 'USCGC McCulloch (WHEC-386)' on generic asbestos-cutter inventories cite no underlying record and are excluded as sources.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - 1943-44 Navy construction was era-typical, and the hull's material condition through three post-USN operators is undocumented. Does not establish that asbestos is or is not present; does not establish or defeat any claim of exposure or legal eligibility.

    Finding type
    litigation_documented
    Finding
A docketed asbestos personal-injury complaint names this hull in plaintiff Ronald Bruce Thomas's Schedule I 'Plaintiff-Worker Employment History / Asbestos Exposure Worksite Information': the hull appears twice under both service identities - 'U S Coast Guard - USS Wachapreague - AGP-8' and 'U S Coast Guard - USCG Cutter - McCulloch (WAVP-386)' - both rows dated approximately 01/01/1967-03/31/1969, occupation 'Seaman - Maintenance, Storekeeper' / 'Storekeeper'. Alleged products: 'Raw Asbestos Fiber, Pipe Covering, Block, Cements, Gaskets, Refractory Materials, Boilers, Joint Compounds, Wall Board, and other asbestos containing materials' (generic schedule-wide list). Defendants are a standard maritime-equipment roster (Air & Liquid Systems/Buffalo Pumps, Blackmer Pump, Crane Co., Flowserve/Aldrich Pump, FMC/Northern Pump, Gardner Denver Nash, et al.). Filed 10/12/2010 in W.D.N.C. (Asheville); noticed as a tag-along into MDL-875 on 01/10/2011.

    Population
USCG veteran plaintiff (seaman/storekeeper; alleged aboard 1967-1969)
    Limitations
Pleading-stage allegation - the least-final stage under the batch litigation discipline: a complaint's worksite schedule, unadjudicated; it is not a finding that asbestos was aboard or that any individual exposure occurred. The hull's two name-forms are listed as separate rows describing the same alleged service period. Product list is boilerplate across all scheduled worksites, not hull-specific. Case disposition not traced (W.D.N.C. docket lookup not retrievable within CourtListener pacing limits on 2026-09-26). Does not establish quantity, causation, or legal eligibility.

Primary-source files known to exist but not retrieved: Navy Bureau of Ships construction records (RG 19) for this hull; Coast Guard operational records (RG 26) for McCulloch's 26-year cutter career; the Historian's Office Cutter Subject File; NARA and NHHC photography of the hull. These are the candidate repositories for any construction material lists, conversion work packages, or condition surveys.

  8. [8]Shipscribe (Stephen S. Roberts), USS Oyster Bay (AGP-6) class page - construction/disposition tables and class notes compiled from Bureau of Ships records [other_primary]
    Locator
AGP-06.html, construction/disposition tables, class notes, and AGP-8 ship note
    Finding type
    historical_record
    Finding
Shipscribe's Oyster Bay-class compilation names this hull: ordered 14 Apr 1942, keel 1 Feb 1943, launched 10 Jul 1943, commissioned 17 May 1944, decommissioned 10 May 1946, struck 5 Jun 1946, transferred to USCG 27 May 1946 - corroborating DANFS dates. Ship notes record 'Ex AVP-56 8 Mar 43' and the class notes state all four AGP hulls were reclassified on 8 March 1943, conflicting with both DANFS ('2 February') and NavSource/Naval Cover Museum ('11 May 1943'). Shipscribe gives the Philippine Navy decommissioning as June 1985, conflicting with the USCG Historian's file (April 1990) and NavSource (May 1985).

    1943-1985
    Limitations
Resolves the redesignation toward a documented class-level action date (8 Mar 1943) but does not remove the conflict - DANFS remains the higher-authority text and all three dates are preserved in gaps. Shipscribe is a private research compilation citing BuShips records, not itself a primary document. Adds Philippine decommissioning as a third conflicting date (Jun 1985).
