- DANFS record for this hull (named for towns in Iowa, New York, Ohio, and Tennessee): laid down 10 June 1942 at Sturgeon Bay, Wis., by the Leathern D. Smith Shipbuilding Co.; launched 7 September 1942; sponsored by Mrs. Jean Hellber; delivered to the Navy 2 January 1943; commissioned 12 January 1943 at New Orleans, Lt. A. J. McCrudden, USNR, in command. Shakedown in the Gulf of Mexico; convoy escort New York to Guantanamo Bay until 5 January 1944; to Great Britain for Normandy invasion preparations, patrolling the southern English coast. On 6 June 1944 anchored two miles off Omaha beach as an amphibious control ship guiding landing craft; then cross-channel convoy escort and patrols off Le Havre, Cherbourg, Granville, and St. Malo. Rescued 70 survivors of SS Empire Broadsword (mined, 2 July 1944); screened rescue of SS Leopoldville survivors (torpedoed near Cherbourg, 24 December 1944). Patrolled off the Channel Islands early 1945, drawing fire from the Guernsey garrison; joined the reoccupation of the Channel Islands in May 1945. Gun salute at Omaha beach on the first D-day anniversary 6 June 1945, then home via the Azores and Bermuda to Key West (21 June). Repairs at Charleston, S.C., for scheduled Pacific reassignment when the war ended; air-sea rescue duty from Argentia, Newfoundland, from 30 September 1945; Operational Development Force early 1946; pre-inactivation overhaul April 1946; out of commission 18 July 1946, berthed at Green Cove Springs, Fla., for over a decade; named Waverly mid-February 1956; struck 5 September 1957; sold to F&A Transportation of New Jersey 1 July 1958.

- NavSource is a volunteer-run photographic archive consistent with DANFS on all milestones; it documents specifications and disposal, not materials or asbestos content. 'Sold for scrap' wording is NavSource/NavalCoverMuseum - DANFS confirms the sale without describing the purpose. Spec conflicts vs DANFS/PCSA carried in gaps.

- Finding
- Ship-specific primary records exist and are digitized in the NARA catalog (all four file-unit pages verified live 2026-10-03): (a) muster rolls for PC-1225 covering her entire commissioned career 12 January 1943 - 18 July 1946 (258 images, Record Group 24); (b) two war-diary file units for January-February and March 1943 (WWII War Diaries microfilm roll A293, scanned via Fold3); (c) her own Report of Operations for the Normandy invasion period 5-13 June 1944. The muster rolls are the authoritative crew-roster source for any individual service-aboard claim; the operations report is the primary record of her D-day control-ship duty.

[6]Patrol Craft Sailors Association, '173-Foot Steel-Hull Patrol Craft (PC, 461-Class)' class data + NavSource PC-1225 specifications + GAO HRD-80-2 (1980) program finding on Navy asbestos use [other_primary]

- Finding
- Era/class inference: this is a 1942-built steel-hulled submarine chaser (361 of 421 ordered PC-461-class hulls delivered during WWII, PCSA class data) constructed inside the period when the U.S. Navy used asbestos insulation aboard ships (GAO HRD-80-2 program context). Era-standard applications for a diesel-powered patrol craft: thermal and machinery insulation, machinery and exhaust-system lagging, gaskets, valve packing, electrical insulation, and deck coverings. The propulsion record (two GM diesels, no steam plant) excludes the boiler/steam-line lagging pathway that dominates steam-era findings.

- Limitations
- Class/era inference only - no class-level engineering document itemizing insulation materials aboard PC-461-class hulls was located, and nothing names this vessel. Diesel propulsion removes the largest steam-plant asbestos pathway but does not remove era-standard gasketing, packing, lagging, or electrical insulation. Does not establish asbestos presence aboard this hull, quantity, location, or any individual exposure.

- Finding
- GAO's 1980 report examines (1) use of asbestos in Navy ships, (2) cost of removing asbestos from Navy ships, and (3) compensation programs for affected workers - establishing at program level that the Navy used asbestos aboard ships through the era covering this hull's 1942 construction, WWII service, and 1946-57 reserve lay-up.

- Limitations

- Finding type
- historical_record
- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed asbestos case naming PC-1225/Waverly was found in the public sources searched (see search_ledger). The only 'asbestos' content naming the vessel's milieu is law-firm marketing material (ship-list pages and Sturgeon Bay yard pages) with no primary sourcing - excluded by source policy. CourtListener itself was quota-blocked this session, so the docketed-litigation question remains open rather than negative.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - era-consistent inference still applies, and her 1942 build falls inside the Navy's documented asbestos-use era. The 1958 scrapping predates federal asbestos recordkeeping (pre-OSHA, pre-NESHAP), so no disposal-yard hazmat file is expected. CourtListener unsearched (blocked) - do not read this row as a litigation negative.
