DANFS record for this hull: laid down as BDE-38 on 7 September 1942 at Bremerton, Wash., by the Puget Sound Navy Yard for the Royal Navy; launched 3 June 1943, sponsored by Mrs. Joe L. Aprill; UK transfer canceled; designated DE-38 on 16 June 1943, named Wyman on the 23d; commissioned at Puget Sound Navy Yard 1 September 1943, Lt. Comdr. Robert W. Copeland, USNR, in command. Puget Sound Navy Yard construction workforce 1942-43; wartime crew (design complement 156 per DANFS)
    Limitations
DANFS documents service history and specifications, not materials or asbestos content. Complement figure (156) differs from secondary compilations (15 officers/183 enlisted = 198) - carried in gaps. Decommissioning date (17 Dec 1945) differs from secondary compilations (21 Dec) - carried in gaps. Mirror transcription cited because no live NHHC DANFS page was located.

    Finding type
    asbestos_application
    Finding
Era/design inference for this hull's design group: BuShips SDB 1945 design-group table defines group 1 'GMT = Diesel electric tandem motor drive - short hull'; machinery 'G. M. diesel model 16-278A,' 6,000 shaft horsepower, 2 propellers, and the Boilers column reads 'None.' The boiler/fireroom/steam-line lagging pathway characteristic of steam ships therefore does not apply to this hull; era-consistent asbestos applications for a 1942-43 diesel-electric escort are instead exhaust-system lagging, machinery gaskets and packing, electrical insulation, fireproofing/insulation panels, deck coverings, and brake linings. Builder Puget Sound Navy Yard is a documented asbestos-era yard (see ev-04).

Puget Sound Navy Yard construction trades 1942-43; wartime crew 1943-45
    Limitations
Design-group specification and builder-yard inference only - NOT a hull-specific materials finding. The SDB table describes machinery and accommodations, not insulation composition; the asbestos applications listed are era inference, and nothing located establishes that asbestos-containing material was or was not installed aboard DE-38. Does not quantify material or establish any individual's exposure.

    Finding
Builder-yard asbestos documentation: peer-reviewed and internal Navy industrial-hygiene studies document amosite and chrysotile asbestos exposure at Puget Sound Naval Shipyard during ship overhaul, rip-out, and insulation work, including preformed magnesia block insulation (~15% asbestos), asbestos cements, and asbestos cloth, with peak concentrations approximately 10x the pre-1972 TLV during cutting and handling; the yard is an EPA Superfund site. This is the yard that built DE-38 in 1942-43.

    Limitations
Yard-level context only - the hygiene studies document conditions in the 1962-1972 overhaul era, not Wyman's 1942-43 construction window; they establish asbestos operations at the builder yard, not materials installed aboard this hull. Wartime construction-era conditions are era-consistent but not established by these sources. Does not establish exposure of any worker or sailor.

    Locator
    search_ledger rows sl-uss-wyman-de38-04 through sl-uss-wyman-de38-05b
    Finding type
    litigation_documented
    Finding
No qualifying asbestos litigation located naming this hull. Opinion-index query 'USS Wyman' returned zero results; hull-number query '"DE-38" asbestos OR "DE-38" navy' returned six hits that are all identifier collisions - 'DE-38' matches docket-entry numbering (e.g., 'Motion for Summary Judgment [DE-25]' in Guion v. England, E.D.N.C. 2008; 'DE #37, 47' in Kelly v. United States, E.D.N.C. 2012) or unrelated strings (Nassau & Suffolk County Taxi Owners v. State; Manion v. Spectrum Healthcare Resources; United States v. Miergrimado) - none vessel-related, none qualifying. RECAP docket-text queries were blocked by fleet pacing for most of the session. A June 2011 press/blog reference to alleged asbestos exposure aboard 'USNS Wyman' (1966-late 1970s service window, Orleans Parish filing) concerns the second Wyman - USNS Wyman (T-AGS-34), a Silas Bent-class survey ship in service 1971-1999 - and is a name collision, not a DE-38 record (see ev-06). Law-firm 'ships with asbestos' listicles that list DE-38 are unverified marketing content citing no ship-specific record and were excluded as sources.

    Limitations
Absence of located litigation does not prove absence of exposure or claims; the hull was scrapped by March 1948, and most asbestos litigation postdates the 1970s. RECAP full-text expansion constrained by fleet pacing budget; search strings could miss cases that name the vessel only inside unindexed complaint exhibits. Does not establish or defeat any legal eligibility.

    Finding
Name-collision record: the second Wyman is USNS Wyman (T-AGS-34), a Silas Bent-class oceanographic survey ship built by Defoe Shipbuilding, Bay City, Mich. (laid down 18 July 1968, launched 30 October 1969), accepted by the Military Sealift Command 19 November 1971, in MSC Atlantic/Pacific service through 1999, struck 3 May 1999, MARAD title 28 July 2001, scrapped by ESCO Marine 2014; it honors Rear Admiral Robert H. Wyman, a different namesake. Asbestos-litigation references to 'USNS Wyman' (e.g., a 2011 Orleans Parish mesothelioma filing alleging exposure 1966-late 1970s) concern T-AGS-34, not DE-38, which was scrapped by 14 March 1948.
