    Finding
DANFS record for this hull: third Hawk, launched as YMS-362 by Robert Jacob, Inc., City Island, Bronx, N.Y., 22 May 1943; sponsored by Miss Marilyn Miller; commissioned 4 October (1943), Lt. J. W. Starbuck, Jr., in command. First year in training on the U.S. east coast; departed Norfolk 19 October 1944 and arrived Pearl Harbor 25 November for war duty; swept mines in support of the Iwo Jima invasion 17 February 1945, destroying two enemy machine-gun emplacements ashore; minesweeping patrols around the Japanese home islands until 28 December (1945); return passage to Charleston, S.C., arriving late May 1946. After overhaul and refitting, attached to the U.S. Naval Mine-craft Base at Charleston with the Atlantic Fleet; during a second refitting, renamed and redesignated Hawk (AMS-17) 17 February 1947; reclassified MSC(O)-17 7 February 1955; continued as a minesweeping training ship until struck from the Naval Register 17 October 1957. Four battle stars for World War II service. Spec block: dp. 245 t.; l. 136'; b. 22'9"; dr. 6'3"; s. 14.5 k.; a. 1 3". Footnote: Hawk (AM-400), under construction by Defoe Shipbuilding Co., Bay City, Mich., cancelled 12 August 1945 - a fourth, never-completed namesake.

Construction trades (Robert Jacob, Inc., City Island, 1942-43); crews and trainees 1943-1957 (complement not stated in DANFS block; NavSource lists 50)
    Limitations
DANFS documents identity, construction, service, and striking - not materials or asbestos content; supports no asbestos claim. Prints 'YM8-362' twice - OCR/typo for YMS-362, flagged rather than propagated. Omits the laid-down date (NavSource supplies 1942-11-24), any decommissioning date, and the post-sale disposition. Does not specify where the overhaul and the two refittings occurred. Live NHHC URL serves 404; Wayback capture of the canonical page cited.

NavSource record for this hull adds construction and detail DANFS omits: laid down 24 November 1942 as YMS-362 by 'Robert Jacobs Inc.', City Island, NY; launched 22 May 1943; completed 30 September 1943; commissioned USS YMS-362 4 October 1943 (LT John W. Starbuck, Jr., USN - consistent with DANFS); 'present in Tokyo Bay during Japanese surrender ceremony in September 1945' - a detail absent from DANFS; named Hawk and reclassified Motor Minesweeper AMS-17 17 February 1947; reclassified Coastal Minesweeper (Old) MSC(O)-17 7 February 1955; struck from the Navy Register 17 October 1957 and sold; 'fate unknown.' Specifications: 270 t. (vs DANFS 245 t. - discrepancy); 136' x 22'9" x 6'3"; 14.5 kts.; complement 50; one 3"/50 dual-purpose mount, two 20mm mounts, two depth-charge projectors; propulsion two 880-bhp General Motors 8-268A diesel engines, Snow and Knobstedt single reduction gear, two shafts; call sign NCMW. CO roster continues: LT T. N. I. Davis USNR (1945); LT Harry S. Moore (1949); LTJG Warren M. Jones (1949-51); LTJG Samuel F. McMurray (1951-52); LT Franklin P. Faughman (1952-); LT Donald T. Cannell.

    Limitations
Volunteer-maintained archival compilation, not an official source - consistent with DANFS on the main milestone sequence but conflicts on two points carried in gaps: displacement 270 t. vs 245 t. and builder spelling 'Robert Jacobs Inc.' vs DANFS 'Robert Jacob, Inc.' Its Tokyo Bay surrender-ceremony presence is absent from DANFS and carried on NavSource's authority alone. Contains no asbestos information; supports no asbestos claim. The diesel twin-screw plant detail is asbestos-relevant only as context - no boilers or steam system aboard.

    Finding
YMS-class machinery fit documented by a serving officer: wooden hull; two General Motors diesels for main propulsion; a similar diesel direct-connected to a generator for magnetic minesweeping; two Hercules 30-kW diesel generators for auxiliary power. No boilers and no steam distribution - the plant type that carried the era's dominant asbestos application (thermal insulation of boilers and steam piping) is absent from this class, including this hull.

YMS-class crews; construction trades at the type's yacht yards (class context)
    Limitations
Class/era inference, not a hull record: describes sister ship YMS-238 and the type generally; never mentions asbestos. The conclusion that this hull lacked steam-plant insulation is structural inference from the documented plant; does not establish presence or absence of residual ACM (gaskets, clutch facings, cable insulation) aboard YMS-362. Finding
Era/program context: the Navy told GAO (HRD-80-2) that all ships contain some asbestos in such components as clutches and electric cables, while thermal insulation was the Navy's major shipboard use of asbestos; the Navy's own disposal EIS states asbestos-containing material 'is found throughout Navy ships in insulating materials on piping systems, in electrical cables, and on ship structures' - era-generic statements covering a 1942-43 Navy build; Corn & Starr document extensive asbestos use as fireproofing and insulation in WWII-era U.S. shipbuilding. For this diesel-powered wooden minesweeper the residual documented categories - clutch facings, electric-cable insulation, gaskets, packing - are the relevant era-typical applications.

    Limitations
Program-level and era-generic statements plus class-design inference only - prioritizes research; NOT a ship-specific finding. GAO fieldwork covered Long Beach and Norfolk Naval Shipyards and postdates this hull's 1957 striking. No material list, survey, or hull record for this vessel exists in located sources. Does not establish presence, quantity, condition, individual exposure, or causation aboard this hull. gao.gov returned HTTP 403 to scripted fetch in this session (standing defect since Batch 01); the quoted statements were verified against retrieved full text in batches 128/1680/1683; the DOE EIS PDF was reachable (HTTP 206) on 2026-09-23.

    vessel_history
    Finding
DANFS documents this hull attached to the U.S. Naval Mine-craft Base at Charleston, S.C., for roughly eleven years (arrived late May 1946; still a minesweeping training ship when struck 17 October 1957), including a documented 'overhaul and refitting' and a 'second refitting' during which she was renamed AMS-17 on 17 February 1947 - co-located with Charleston Naval Shipyard, a yard whose Atlas record documents shipboard ACM product types, an OSHA asbestos-standard citation (inspection 100361849), and two Navy-era verdicts (Whalen 2014; Twidwell 2018).

    Limitations
The Charleston attachment is ship-specific (DANFS); the asbestos dimension is entirely contextual - DANFS does not state where the overhaul/refittings occurred, and no document ties a Charleston Naval Shipyard availability, asbestos product, or exposure to this hull. The Mine-craft Base is an operational base, not itself the naval shipyard. Whalen and Twidwell are yard-level litigation involving other vessels/periods, not this ship. This row exists to cross-link a documented base period with a documented asbestos yard; it supports no shipboard finding.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, docketed case, or VA decision naming YMS-362, AMS-17, MSC(O)-17, or USS Hawk was found in the public sources searched (see search_ledger). CourtListener returned zero opinions for 'USS Hawk', 'YMS-362', and 'MSC(O)-17'; three name-collision opinions for 'AMS-17' (Feldheim v. Sims, Veliz v. Rental Service Corp., Langley FCU v. Harp - all OCR/token noise); and 103 loose-BM25 'Hawk + asbestos' opinion hits that are party-name collisions and unrelated asbestos matters - none names the vessel. Generic law-firm minesweeper-asbestos listicles exist but do not name this hull under any designation; excluded under batch source rules, not cited.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - era materials in a 1942-43 diesel minesweeper would still be consistent with class inference, and the hull's post-sale fate is unknown (the hull may or may not still exist). Prior CourtListener opinion coverage is not exhaustive for unreported or settled matters; the four current authenticated base requests timed out before payloads, and undocketed litigation naming this hull could exist. Does not establish or defeat any claim of exposure or legal eligibility.

Archival leads where a hull-level material record would live: the ship's deck logs (NARA series 594258, RG 24) covering the entire 1943-1957 service - east-coast training, the 1944-46 Pacific deployment and postwar minesweeping around Japan, and the eleven-year Charleston period with its documented overhaul and two refittings; Bureau of Ships design and contract files (RG 19) for the YMS-1 type and the Robert Jacob, Inc. build; U.S. Naval Mine-craft Base Charleston records; and the Navy sale file for the post-1957 disposal - the record class most likely to identify the buyer and the hull's fate.

    Limitations
Leads only - existence of these record classes is standard NARA/agency practice for the period, but no YMS-362/AMS-17-specific document was located, retrieved, or verified; the NARA catalog API requires a key not held in this session, so digitization status of this hull's logs is unconfirmed. Deck logs are chronological event records and would not themselves identify asbestos content. Nothing in this row is an asbestos finding.
