Nevins, Inc., City Island, NY; launched 22 May 1943; completed 20 July 1943; commissioned 21 July 1943 under the command of LT Frederick N. Engelhoff, USNR; decommissioned 16 May 1946; transferred to the War Shipping Administration 19 May 1947 and sold; struck from the Naval Register 10 June 1947; acquired in 1969 by Andrew D. Canulette of Lake Oswego, OR for use as a yacht and named Shane; acquired in 1973 by Paul F. Hatch of Rockaway, OR; burned sometime prior to 1 January 1976. Specifications: displacement 270 t.; length 136'; beam 24'6"; draft 8'; speed 15 kts.; complement 32; armament one 3"/50 dual-purpose gun mount, two 20mm mounts, and two depth-charge projectors; propulsion two 880bhp General Motors 8-268A diesel engines, Snow and Knobstedt single reduction gear, two shafts. Wartime call sign Nan-Peter-Charlie-Zebra. Page carries a photograph (NHHC photo NH 79709, courtesy D. M. NavSource is a volunteer secondary compilation, not a primary registry - the fullest single timeline located but not corroborated by any DANFS entry (none exists). Contains no asbestos content and no operational history beyond the dates and the San Francisco Bay photo caption. Yacht-era details (Canulette/Hatch acquisitions, the pre-1976 fire) rest on this single source.

NARA inventory documents four logbooks for USS YMS-403 spanning 21 July 1943 - 30 June 1945 (printed p. 522 of Special List 44, row 'YMS-403 | July 21, 1943-June 30, 1945 | 4'). The coverage opens on her commissioning date and runs through the end of the European war to within weeks of the Pacific war's end. These logs (RG 24) are the primary on-board record set for her WWII service - locations, weather, personnel movements, and operations are documented there, not yet digitized-verified in this session.

    Limitations
Finding aid only: SL44 establishes that four logbooks exist and their date span, not their contents - no page of the logs themselves was read. Coverage ends 30 June 1945, so the war's final weeks, the 1946 decommissioning, and the 1947 disposal fall outside the inventoried span. NARA hosts SL44 only as named-vessel web tables for public browsing; the numbered-vessel entry was verified via the ACPL Genealogy Center's page-image mirror of the published NARA document (batch source note 'PDF page 120' refers to the PDF pagination of the compiled SL44; the printed page is 522).

Class context: the YMS-1 type was a wood-hulled motor minesweeper designed by Henry B. Nevins, Inc., City Island, NY - the same yard that built this hull (the keel of YMS-1 was laid there 4 March 1941). A total of 561 were built at 35 small yacht yards (12 East Coast, 19 West Coast, four Great Lakes). YMS-1 through YMS-134 had two stacks; YMS-135 through YMS-445, 480, and 481 - which includes YMS-403 - had one (the single-stack subclass); YMS-446 through 479 had none. Surviving YMS hulls still in Navy custody were reclassified AMS and given names in 1947, received the MSC(O) symbol in 1955, bore much of the mine-warfare burden in Korea, and served Naval Reserve training into the 1960s; the last in US service (Ruff, ex-YMS-327) was struck November 1969. YMS-403 left Navy custody in 1947 and took no part in either reclassification.

Class-level background from a volunteer secondary compilation; establishes type, construction program, and reclassification pattern, not anything about this hull individually. No asbestos content - used to frame the construction context (wooden hull, diesel plant, designer's own small yacht yard) that bounds era inference.

Yard context for this hull's builder: Henry B. Nevins started at Consolidated Shipbuilding in Morris Heights; in 1907 he bought the Hansen Boatyard at the foot of Winter Street, City Island, later adding the adjoining Byles yard; Nevins died in 1950, his widow sold the yard in 1954, and it operated as Nevins Yacht Yard until folding in 1962 (the site is now City Island's PS 175). The yard's construction table carries 'YMS 403 | U. S. Navy | Minesweeper | 136 | 20-Jul-43 | Struck 1946' - corroborating builder identity and the 20 July 1943 completion/delivery date. Nevins's documented YMS production ran YMS-1 through YMS-11, YMS-397 through YMS-404, and YMS-308 through YMS-312 (YMS-403 included).

Secondary compilation, used for builder corroboration only. The row's disposition 'Struck 1946' conflicts with NavSource and uboat.net ('struck 10 June 1947'; NavSource carries the fuller chain: decommissioned 16 May 1946, WSA transfer 19 May 1947, struck 10 June 1947) - the 1947 chain is carried and the Colton variant logged in gaps. Henry B. Nevins, Inc. is not an Atlas shipyards.json entry - no yard-level asbestos data linked. No asbestos content.

    Finding
A wood-hulled, diesel-powered motor minesweeper built 1942-43 at a small City Island yacht yard sits inside the Navy's documented asbestos-use era; era-standard applications aboard a small diesel craft of this type and period were engine and exhaust lagging, gaskets in fuel/oil/exhaust flanges, valve packing, and electrical insulation. As a diesel vessel she carried no boilers or steam system - the boiler/turbine lagging pathway of steam ships does not apply, and inferred scope is materially smaller than for steam vessels of the era.

    Limitations
Class/era inference only - no hull-specific insulation survey, material list, work package, or fitting-out record located for YMS-403. Names era-standard applications, not confirmed installed materials. No quantity. Product names are normalized era terms; no manufacturer attribution for this hull. Wooden-hull construction bounds but does not eliminate the inference (auxiliary systems, wiring, and flanged joints still used gaskets/packing/insulation of the era). Whatever material she carried was almost certainly destroyed with the hull in the pre-1976 fire.

    Finding
GAO reviewed the Navy's efforts to protect workers from asbestos exposure at the Long Beach and Norfolk Naval Shipyards, including the use of asbestos in Navy ships, the cost of removing asbestos, and compensation programs for asbestos-related disabilities - documenting that asbestos insulation was used aboard Navy ships across the era that covers this hull's construction (1942-43) and service (1943-46). The Navy's 1975 policy removed/replaced only damaged insulation or insulation requiring removal for repairs; in 1979 it was modified to selectively replace asbestos insulation in high-maintenance areas.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or verified litigation naming USS YMS-403 (or the yacht Shane) was found in the public sources searched (see search_ledger). Three of four CourtListener base queries ran and returned only name collisions on the '403' token (52 hull-number opinion / 6,319 hull-number docket / 1 exact-name opinion hit, zero qualifying); the exact-name docket query was fleet-paced - logged as blocked, not a negative result. The only 'asbestos aboard' material surfaced in secondary sweeps is law-firm/aggregator listicle content asserting asbestos without primary sourcing - excluded by source policy.

Absence of a located public record does not prove absence of asbestos aboard - and the litigation repository search is a partial open gap (exact-name docket query unrun, fleet-paced). Deck logs (SL44: four logbooks, 1943-45), Nevins work packages, WSA disposal papers, and any records of the yacht conversion or the pre-1976 fire are undigitized or unlocated leads. Does not establish or defeat any claim of exposure or legal eligibility.
