Documented for this hull: laid down 5 April 1943 as the Submarine Chaser PC-1427 by the C. Hiltebrant Drydock Co., Kingston, NY; reclassified as Patrol Craft Sweeper PCS-1427 on 8 April 1943; reclassified as Auxiliary Motor Minesweeper YMS-462 on 27 September 1943; launched 11 October 1943; completed 9 June 1944; transferred to the Soviet Union 12 April 1945 and reclassified T-184. Specifications: 270 t; 136 ft; beam 24 ft 6 in; draft 8 ft; 15 kts; complement 32; one 3-inch/50 dual-purpose mount, two 20 mm mounts, two depth-charge projectors; two 880 bhp General Motors 8-268A diesels, Snow and Knobstedt single-reduction gear, two shafts. Page states 'There is no DANFS History currently available for YMS-462.' Both the PC-1427 and PCS-1427 designations were pre-commissioning; she never served under them.

    Limitations
NavSource is a volunteer secondary compilation, not a primary registry - its milestones generally track official records and are corroborated here by uboat.net, shipbuildinghistory.com, sewar.ru, and navypedia. Ship-specific history only; contains no asbestos or material content. Its 'Northern Pacific Fleet 28 June 1945' assignment line conflicts with the Baltic-Fleet record of the same transfer group and is addressed in ev-04.

Secondary compilations corroborating NavSource milestones; no asbestos content. The yard table prints 'to the USSR 1944 as T-184' - a year typo inconsistent with its own 9-Jun-44 delivery and with the April 1945 transfer documented by every other source; the correct year is carried, the typo is flagged in gaps.

    Finding
Soviet-service record for this hull: accepted by a Soviet crew under lend-lease 12 April 1945; arrived Ronne, Bornholm island (Denmark), 28 June 1945 and entered the Red Banner Baltic Fleet (KBF); reclassified as naval diving boat VM-78 effective 12 January 1955; laid up (mothballed) 12 March 1955; withdrawn from combat composition, disarmed, and reclassified as a diving boat 18 December 1955; stricken from the Soviet Navy list 9 June 1956 for transfer to the stock-property department (disposal). The registry header frames her Soviet designation T-184 as dating from 19 October 1944 - an administrative earmarking preceding the April 1945 physical acceptance. navypedia lists her as T-184 (ex-YMS462), Hiltebrant Kingston, US commission 6.1944 // Soviet 4.1945, stricken 1956.

    Limitations
Secondary compilations carrying Soviet registry data; the registry's date ordering is internally inconsistent (a 12 March 1955 mothballing sits alongside a 12 January 1955 diving-boat designation and an 18 December 1955 removal-from-combat reclassification) - flagged in gaps, not resolved. No asbestos content; nothing on Soviet-era material condition.

    Finding
CORRECTION: NavSource's YMS-462 page reads 'Assigned to the Northern Pacific Fleet 28 June 1945,' but the weight of evidence places this hull in the Baltic, not the Pacific: the sewar.ru Soviet-registry entry records her arrival at Ronne, Bornholm (Denmark), on 28 June 1945 and entry into the Red Banner Baltic Fleet (KBF); NavSource's own page for sister transfer YMS-447 (T-181) reads 'Assigned to the Baltic Fleet 28 June 1945'; and navypedia groups T-184 within the twelve-boat T-181 through T-192 Atlantic-side transfer series. 'Northern Pacific Fleet' on the YMS-462 page is best read as a garbled fleet-assignment line; the Baltic assignment is carried.

    Finding type
    historical_record
    Finding
    The NHHC-published Project Hula monograph's transfer appendix enumerates all 31 YMS-type boats transferred at Cold Bay between 17 May and 3 September 1945 (T-521 through T-611 series): YMS 143, 144, 428, 435, 145, 59, 38, 42, 75, 139, 178, 184, 216, 237, 241, 272, 273, 295, 260, 33, 85, 100, 266, 288, 301, 88, 180, 135, 332, 285, 287. YMS-462 is not among them - consistent with her documented 12 April 1945 Atlantic-side lend-lease transfer (T-181 through T-192 series), a program distinct from the Cold Bay transfers. She saw no Pacific service and no combat employment against Japan.

Absence from the Hula appendix is documentary evidence that she transferred via a different lend-lease channel, not independent proof of the Atlantic handover mechanics; the physical handover location (US port vs European port) is unstated in located sources - flagged in gaps. Finding
A wooden-hulled, diesel-powered motor minesweeper built 1943-44 carries a materially smaller asbestos footprint than a steam-propelled steel vessel: no boilers and no steam lines, so no boiler or steam-pipe lagging pathway. Era-standard applications aboard a boat of this type and period were engine and diesel-exhaust lagging, machinery gaskets and valve packing, electrical insulation, and miscellaneous adhesives/mastics; winch and windlass brake linings are a plausible era application. Navy-wide program documentation (GAO HRD-80-2) confirms asbestos insulation use aboard Navy ships through the early 1970s, spanning her entire 1943-44 construction and 1944-45 US service.

Class/era inference only - no hull-specific insulation survey, material list, or work package located for this vessel. Names era-standard applications, not confirmed installed materials; wooden-hull construction and diesel propulsion reduce but do not eliminate era-typical asbestos use. No quantity. Product names are normalized era terms; no manufacturer attribution for this hull.

GAO documented that the Navy used asbestos insulation extensively aboard ships and did not begin substituting alternative insulation materials until the early 1970s - spanning this hull's entire construction (1943-44), US service (1944-45), and Soviet service (1945-56).

No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat or scrapping disclosure, or litigation naming USS YMS-462, PC-1427, PCS-1427, T-184, or VM-78 was found in the public sources searched (see search_ledger). All four CourtListener base queries ("USS YMS-462" and "YMS-462", opinion + docket) returned zero hits - a true negative result after ~1 h of spaced retries against fleet pacing. No DANFS entry exists for this hull (NavSource states this outright; history.navy.mil site search returned no entry). The NVR excludes vessels disposed before 1987 - no register entry exists. The only 'asbestos aboard' material surfaced is law-firm marketing content asserting asbestos without primary sourcing - excluded by source policy.

Absence of a located public record does not prove absence of asbestos aboard - era-consistent materials are plausible on a 1943-44 diesel boat. US-side operational records (deck logs, transfer documents) and Soviet-era records are undigitized archival leads. Does not establish or defeat any claim of exposure or legal eligibility.
