- Finding
- Documented for this hull in the Navy's own 15 April 1945 Ships' Data: 'PCS1448 (ex - YMS 476)', built by 'San Diego Marine Constr. Co., San Diego, Calif.'; keel laid 30 Apr 43; launched 14 Jun 44; date of first commission 25 Nov 44. She is listed under PATROL VESSELS - SUBMARINE CHASERS (PCS) with the '(ex - YMS 476)' annotation - NOT in the mine-vessels/YMS tables - establishing that by April 1945 the official classification was PCS-1448, the YMS-476 designation having ended before entry into service. The volume's class table notes 'All PCS's are wood hulls'; class machinery: 'G. M. Diesel 8-268A', Snow & Knobstedt reduction gear, 2 shafts; 136'0" length overall; trial displacement 245 tons.

It confirms the ex-YMS-476 annotation and construction dates but does not give the reclassification dates themselves (those come from NavSource). 'Date of first commission' reads 25 Nov 44 here vs 21 Nov 1944 in NavSource/uboat - unresolved variant (gaps). No asbestos or material content. Shipscribe hosts the scan; the document itself is the government publication.

Spec block: displacement 270 t.; length 136'; beam 24'6"; draft 8'; speed 15 kts.; complement 32; armament one 3"/50 dual-purpose mount, two 20mm mounts, two depth-charge projectors; propulsion two 880bhp General Motors 8-268A diesel engines, Snow and Knobstedt single reduction gear, two shafts. Commanding officer LTJG A. R. Glockzin, USNR (1945). Page states 'There is no DANFS history available for PCS-1448.' Photographs: c.1949 view (Royce Barnes) and 12 September 1952, Mare Island channel (Vallejo Naval and Historical Museum / Daryl Baker).

- San Diego Marine construction trades (1943-44); commissioned crew (~32-57 per conflicting sources); West Coast Sonar School trainees and staff (1944-50); decommissioning/transfer personnel at Mare Island-Vallejo (1950, 1952)
- Limitations
- NavSource is a volunteer secondary compilation, not a primary registry - its dates here are corroborated by Ships' Data 1945 (keel, launch, builder) though the commission date differs by 4 days (21 vs 25 Nov; see gaps) and its complement (32) is the YMS-1-type figure while PCS-1376-class references carry 57. Contains no asbestos content. The 1950 decommissioning is year-only.

- CORRECTION: this hull never commissioned or served as YMS-476. The documented designation chain is PCS-1448 (laid down 30 Apr 1943) -> YMS-476 (reclassified 7 Oct 1943, during construction) -> PCS-1448 (reclassified back 23 Jun 1944, nine days after launch) -> commissioned USS PCS-1448 Nov 1944 -> ROKN Hwaseong (PCS 205) 1952. The batch re-scope (Trill fact-QA, 2026-09-29) stating 'commissioned as YMS-476; never served as PCS-1448' is contradicted by the primary-era Ships' Data 1945 tabulation (lists her as PCS-1448 with an 'ex - YMS 476' annotation, in the PCS section - not in the mine-vessels section) and by every vessel-specific secondary compilation. The navalmarinearchive yard-list phrasing 'Completed as YMS 476' is loose shorthand for the construction-period designation and is the probable origin of the re-scope claim; Ships' Data's 'date of first commission 25 Nov 44' under PCS-1448 resolves the actual completion state. A 27 Sep 1943 redesignation date in the re-scope vs 7 Oct 1943 (NavSource, jounin) is also unresolved (gaps).

- Limitations
- Corrects an identity claim in the tasking documentation, not a material/exposure claim. The YMS-476 designation did apply to this hull for ~8.5 months of construction, so the hull's placement under the YMS-476 file name remains valid for lookup - but any service-history or exposure narrative must attach to her commissioned identity PCS-1448. Reclassification effective-vs-letter dates may underlie the 27 Sep/7 Oct variant; the BuShips classification letter was not located.

- Secondary corroboration: USS PCS-1448 (PCS-1376 class) ordered 24 Nov 1942, built by San Diego Marine Construction Co., laid down 30 Apr 1943, launched 14 Jun 1944, commissioned 21 Nov 1944, 'Former name YMS-476', end service 1950, transferred to South Korea 9 Jun 1952 renamed Hwaseong (uboat.net). Commander listing: Albert R. Glockzin, USNR, 21 Nov 1944 - late 1945. jounin.jp gives the same reclassification dates (1943/10/7 to YMS-476; 1944/6/23 back to PCS-1448) and completion 1944/11/21. Wikipedia's patrol-vessels list describes PCS-1448 as a 'sonar school ship' - consistent with NavSource's West Coast Sonar School duty at San Diego - and notes the class pattern: 'At least 90 134-foot YMS-1-class minesweeper hulls were completed as patrol craft... many were converted to sonar school ships or back to minesweepers.'

- YMS-type context: 561 wooden motor minesweepers of the YMS-1 type were built at 35 yacht/small-craft yards (12 East Coast, 19 West Coast, 4 Great Lakes); 'all 481 ships of this type had the same general characteristics'; the YMS-446-through-479 group (the PCS-conversion batch that includes this hull's YMS-476 designation) had no stacks. USNI Proceedings' firsthand account describes the YMS plant as wood-hulled, ~135 ft, with two General Motors diesels for main propulsion electro-pneumatically controlled from the bridge, a similar diesel direct-connected to a generator for magnetic minesweeping, and two Hercules 30-KW diesels for auxiliary electric power - an all-diesel machinery suite with no steam plant of any kind.

- Finding
- A wood-hulled 136-ft patrol craft/minesweeper built 1943-44 on an all-diesel plant sits inside the Navy's documented asbestos-use era, but the exposure footprint is the small end of the wartime range: no boilers, no steam lines, no turbine lagging. Era-standard asbestos applications aboard diesel small craft of this period were engine and exhaust-system lagging, gaskets, valve packing, and electrical/wiring insulation in machinery and distribution spaces; any accommodation-area insulation would be limited by the wooden construction. Quantities aboard a 270-ton 136-ft craft are inherently small relative to steam combatants.

- GAO documented Navy efforts to protect workers from asbestos exposure, reviewing asbestos use in Navy ships and removal costs: the Navy's 1975 policy was to remove/replace only damaged insulation or insulation requiring removal for repairs, modified in 1979 to selective replacement of asbestos insulation in high-maintenance areas - spanning (as program context) the era in which this hull was built (1943-44) and her entire U.S. service period (1944-52).

- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or litigation naming this hull under any designation (PCS-1448, YMS-476, Hwaseong/PCS 205) was found in the public sources searched. CourtListener authenticated searches this session returned zero results on 3 of 4 required base queries ('USS YMS-476' docket; 'PCS-1448' opinion; 'PCS-1448' docket - all HTTP 200, count 0). CAVEAT: the fourth base query ('USS YMS-476' opinion) could not be run - the fleet-wide pacing budget stayed exhausted across ~17 spaced attempts over ~3.5 h (shared 1,400/day quota consumed by concurrent sessions); logged as blocked in search_ledger, not as a negative result. Secondary web sweeps surfaced only generic minesweeper-asbestos marketing pages (mesothelioma.com, mesotheliomaveterans.org, mesotheliomahope.com class-level listicles asserting asbestos across all minesweepers without primary sourcing) - excluded by source policy; none names this hull.
