The record
Congressional hearing records (CHRG-116hhrg48687, pp. 293-319) contain J&J marketing materials for the powder franchise, including a radio campaign demographic slide reading 'Women 18-49 (skewing towards curvy women),' a $300,000 campaign budget (p. 296), and reported results of $380,397 in total value ($353,997 on-air; $26,400 off-air), a 1.3:1 ROI, 2,588 announcements, and 18,492,100 impressions (p. 297).
Claim scope
That J&J ran demographically targeted radio advertising for the powder franchise, in the words and figures of its own marketing decks as entered into the congressional record.
What this source does not establish
The slide says 'skewing towards curvy women' — it does not say 'skewing African American,' and that substitution must never appear. The name 'Segmented Marketing Services Inc.' appears nowhere in the verified record. The materials do not by themselves establish the intent or effect of the targeting.
Limitations
Quote the demographic language exactly as printed. Attribute to the hearing exhibit with page numbers.
